國立臺北大學第二次公開徵求第7任校長候選人



一、依據「國立臺北大學校長遴選委員會組織暨選薦辦法」及國立臺北大學(以下簡稱本校)校長遴選委員會第3次會議決議,公開徵求第7任校長候選人,新任校長任期自106年8月1日起至110年7月31日止。

二、校長候選人資格,除應符合教育人員任用條例及其他相關法令之規定外,並應具備下列條件:

(一)具有5年以上專任教授經驗。

(二)曾任學校、政府機關(構)或其他公民營事業機構之主管職務合計三年以上。

(三) 處事公正且能超越政治、宗教、黨派及營利單位等利益。惟已兼任與上述相關職務者,須書面承諾於應聘校長前放棄。校長為專任職務,除法令所規定外,不得兼任他項公職或業務。

(四)在學術上著有成就與聲望。

(五)有高尚品德與情操。

(六)處事公正並能充分尊重學術自由。

(七)具有前瞻性之教育理念。

(一)由本校專任講師以上教師六人以上連署推薦,但每人至多推薦校內人士共三人。

(三)由本校校友總會或各地區校友會理監事會議通過推薦。

美國國際科技競賽 臺灣代表團獲銅牌佳績

10屆「美國國際永續發展3E科技競賽」 (International Sustainable World Energy Engineering Environment Project Olympiad,簡稱I-SWEEEP )53日至8日在休士頓喬治布朗會議中心盛大舉行。經由國立臺灣科學教育館選拔,來自臺北市立第一女子高級中學林柔吟與葉冠汝同學的共同作品在本次競賽中榮獲本年度的「環境汙染與管理項目」(Environment- Pollution & Management)大會銅牌獎,表現相當優異。駐休士頓臺北經濟文化辦事處教育組周慧宜組長第一時間代表教育部部長潘文忠致贈賀電,表達教育部祝賀之意。

美國國際永續發展3E科技競賽自2008年起在休士頓舉行,比賽分為能源、工程、及環境科學三個類別,邀請來自世界各地優秀學生的研究作品,共同發表及競賽。今年(2017)參展國家共62個,總參展件數427件,參展師生逾1000人,評審2185人,為一相當具有代表性之國際科學競賽。

今年由國立臺灣科學教育館推廣組方姳人小姐率隊前來參賽,由臺北市立第一女子高級中學林柔吟、葉冠汝,以及鄭安琪、陳韻如同學共兩件研究作品代表我國參加。駐休士頓辦事處黃敏境處長為歡迎遠道而來參與國際競賽的同學,特別在繁忙的行程中撥空與代表團成員餐敘,同學們亦十分感謝處長的熱情款待及鼓勵,讓他們在忙碌投入競賽之餘,感受到家鄉的關懷。教育組周慧宜組長亦讚許代表團的傑出表現,在國際舞台上替臺灣爭光。

Scholars Gather at the University of St. Thomas to kick off Taiwan Studies Biennial Symposium

Director General Louis Huang, Taipei Economic and Culture Office in Houston, gave a welcome remark at opening ceremony

The 2017 Taiwan Studies Biennial Symposium took place on April 22, 2017 at the University of St. Thomas. Fifteen specialists on Taiwan affairs from across the United States and Taiwan presented their research on Taiwan’s domestic development, relations in the region, and relations with the United States.

Director General Louis Huang, Taipei Economic and Culture Office in Houston, gave a welcome remark at opening ceremony. During lunch, Director Sophie Chou from the Education Division of the Taipei Economic and Culture Office in Houston gave a presentation on “Building Sustainable Taiwan Studies Programs through Partnership”. In the evening, Dr. Shelley Rigger, Chair of Chinese Studies from Davidson College, presented the keynote address,“Taiwan in the Age of Trump: Best of Times, Worst of Times or Something in Between?” during dinner banquet. The unique observations and humorous speeches brought the house down. There were nearly a hundred attendees joined this event and shared their concerns regarding the past, present, and future of Taiwan.

This symposium, hosted by the Center for International Studies of the University of St. Thomas, was funded by the Taiwan Studies Program of the Ministry of Education. The Taiwan Studies project launched at the University of St. Thomas in May 2016. The Taiwan Studies Program has initiated 44 Taiwan Studies projects at 35 world-class universities in 16 countries and regions from Europe, North America, Asia, and Oceania since 2003. These projects, based on the specialty of each university, focus on the research fields of economics, history, politics, society, literature, Chinese language, arts, and film.

「只要我長大」留學台灣展身手

德州休士頓獨立學區(Houston Independent School District,以下簡稱HISD)於每年4月份為學生舉辦職涯探索活動--「只要我長大」生涯規劃博覽會(“When I Grow Up” Career Expo),目的在讓學生從幼稚園開始即有機會認識各類行業所需的專業知識與技能或是未來的教育選擇。透過參展攤位的展示、介紹、手做活動及互動遊戲等,協助學生思考未來職涯方向,為生涯做好規劃與技能準備。

HISD的「只要我長大」生涯規劃博覽會,今(2017)年是第5年舉辦,除邀請其學區287所幼稚園至高中的學生約21萬5千名學生參與外,也歡迎學生帶著他們的家長及親朋好友一起來參加。該活動每年吸引數千名人潮前往,學校也藉此讓學生展現他們優異的學習成果,並宣傳學校技能訓練課程成效。

今年是駐休士頓台北經濟文化辦事處教育組(以下簡稱教育組)第三度受邀參展,這次的攤位佈置融合了台灣客家花布三角串旗,透過視覺陳列凸顯台灣當地特色;立體的台北101模型展示,讓小朋友認識台灣現代化科技實力。在活動方面,除向學生介紹留學台灣資訊及獎學金機會外,工作人員也與學生及家長互動,答對台灣常識問答者即獲贈印有國旗圖案汽球,同時讓小朋友大展身手自己動手灌汽球,看誰可在最短時間內將汽球充滿氣體,小朋友從中獲得滿滿的自信,玩得不亦樂乎,也藉由遊戲互動瞭解台灣及獲得未來留學台灣的相關資訊。

今年駐休士頓辦事處黃敏境處長在教育組周慧宜組長陪同下,特地前往活動會場幫工作人員加油打氣,不但提昇士氣,也為台灣攤位帶來絡繹不絕的人潮;甫卸任的HISD學區教育委員Greg Meyers、新上任的教育委員Anne Sung以及學區總監Richard Carranza夫婦均到教育組攤位致意。

「只要我長大」生涯規劃博覽會於4月22日上午10時至下午2時於休士頓獨立學區Hattie Mae White教育服務中心舉辦,今年有超過80個單位參展,除教育組設攤行銷台灣外,還有德州當地大學院校與教育組織以及各產業與公司行號,包括:能源與環保業、營造建築與工程、航太科技與科學、石油與化工、美容美髮與流行、醫療與健康、餐飲管理與零售、投資與物流、休閒與娛樂、財經銀行與投資、警察與消防以及大眾運輸業等,類別涵蓋廣濶。小朋友透過各攤位提供的手作活動、遊戲與展示,從中瞭解各行各業,進而思考其未來職涯方向。

臺灣研究講座雙年論壇隆重舉行,知名學者雲集休士頓

這項論壇由聖湯瑪士大學科學藝術學院副院長史漢傑博士籌畫是中華民國臺灣教育部臺灣研究講座計畫的年度重要活動之一。論壇探討臺灣當今政經情勢及外交關係,駐休士頓辦事處黃敏境處長特別於開幕中致詞,表示對論壇的重視。駐休士頓教育組組長周慧宜以「如何透過夥伴關係永續發展台灣研究」為題,報告學術發展可以運用的資源。晚宴由Davidson CollegeDr. Shelley Rigger主講:「臺灣在川普時代是好、是壞?還是兩者摻半?」

這個論壇獲得休士頓臺灣商會梁慶輝會長的大力支持,會中除了學術界人士,也吸引許多休士頓傑出成功的企業家到場聆聽,整場活動溫馨有質感,凝聚了所有關心臺灣議題人的心。

2017 Test of Chinese as a Foreign Language ran well in Greater Houston area



The Education Division of Taipei Economic and Culture Office in Houston held the 2017 Test of Chinese as a Foreign Language (TOCFL) in Houston on March 21 and 25, 2017. There were 93 examinees from multiple universities, high schools and Chinese language schools with diverse background that participated in this exam this year in the Greater Houston area. The examinee population of TOCFL is quite diverse, including Chinese, Caucasian, Hispanic, Vietnamese, etc.

The TOCFL took place at the testing center of the University of Houston- Downtown. The testing center is equipped for computerized tests, and under the administration of the professional testing service staff. Instead of taking the paper-based test and waiting for the transcript to be mailed from Taiwan, taking more than a month, the test results will be shown on the computer screen right after the test takers are finished the test through the internet-based testing system. And with the individual audio system, the test takers will no longer get disturbed by others during the listening comprehension test.

The Education Division has conducted the TOCFL in the Greater Houston area for 9 years. This test is intended for people who want to evaluate their Chinese proficiency, to study, work, or to do business in Chinese-speaking countries. The TOCFL has been recognized by more and more Taiwan-funded enterprises, and has become a requirement for the international recruitment of these enterprises worldwide.

2017休士頓地區華語能力測驗,近百考生測實力


由駐休士頓臺北經濟文化辦事處教育組舉辦的休士頓地區華語能力測驗(Test of Chinese as a Foreign Language,簡稱TOCFL)於2017321日及25日在休士頓大學城中分校(University of Houston – Downtown)舉行。休士頓地區自2009年開始辦理華語能力測驗,今年已是第九屆,共計有96名考生報名參加,93人應考,到考率達97%



華語能力測驗是專為母語非華語人士所設計,採電腦化測驗方式,分聽力與閱讀兩個部分。由休士頓大學城中分校協辦,使用該校電腦測驗中心進行考試,並由測驗中心專業人員主持及監考,流程嚴謹。考生經由線上報名、線上測驗,全程使用電腦作答,無須手寫文字,考試結束,考生可立即於電腦螢幕獲知成績。



測驗分為入門基礎級、進階高階級和流利精通級,依據美國大學理事會(College Board) 公布之中文預修課程說明 (Advanced Placement Chinese Language and Culture),學生修習AP課程後的程度,接近於全美外語教學協會 (American Council on the Teaching of Foreign Languages, ACTFL)語言能力指標的中高級程度,對應於華語能力測驗則相當於「進階級(Level 3)」程度。意即學生通過華語能力測驗進階級,其程度相當於可通過中文AP考試。



華語能力測驗從200312月開辦後已在全球超過33個國家推廣,通過者即可取得中華民國教育部的正式證書,可作為申請臺灣獎學金、到臺灣或華語地區入學、應徵工作時的華語能力證明。 此外,華語能力測驗更逐步與臺灣企業合作,協助招募海外優秀華語人才。目前寶成集團、崇越貿易、宏全國際與鴻海集團等公司,皆透過華語能力測驗於美國、印尼、泰國、馬來西亞、越南與臺灣等地徵聘通曉華語的優秀人才。

106 年(第2 次)海外學歷役男申請服一般替代役參考資料


一、 對象條件:凡70 年次至87 年次出生尚未接獲徵集令之役男,且無限制條件所列情形者,得提出申請服一般替代役,但70 年次役男限申請一般資格,另83 年次以後出生經判定替代役體位役男則不適用。

二、 申請時間:106 年4 月5 日上午8 時起至106 年4 月18 日下午5 時止。

三、 檢附證件:(證件請依下列順序裝訂)
(一)一般替代役申請書(於內政部役政署網站登錄後印出)。
(二)經我國駐外館(單位)驗證之最高畢業學歷證件(應屆畢業尚未取得畢業證書者,由學校出具證明文件;請外館在畢業證書影印本(在學證明)驗證後,由申請役男併申請書寄出);資料送件後恕不退還,請自行備份。
(三)最高學歷證件中文譯本(自行翻譯,毋須驗證)。

四、 申請方式及程序:
(一)申請役男須於申請作業期間先至內政部役政署網站(http://www.nca.gov.tw/)「一般替代役申請作業資訊系統」登錄個人基本資料及選服役別(項目)、機關(役別(項目)、機關一經選定送出系統後即不得更改)。
(二)申請役男將應檢附證件於4 月18 日前完成掛號寄送內政部役政署甄選組(54071 南投縣南投市中興新村光明路21 號)才算完成申請手續。

五、 以學歷條件申請服一般替代役之役男,其因退(休)學未能取得畢業證書者,撤銷本次服一般替代役資格。

六、 經核定服一般替代役之役男,應於入營梯次前2 個月返國接受徵兵處理,俟體位判定後依籤號順序分梯次徵集服役;逾本次申請返國最後期限(107 年3 月31 日)未返國者,撤銷本次服一般替代役資格,爾後得再依意願申請服一般替代役。。

七、 入營期間:專長資格之役男於106 年7 月至同年12 月,依核定之役別(項目)、機關及籤號順序分梯次徵集入營服役。

2017學年度教育部臺灣獎學金

Purpose
The purpose of the Ministry of Education (MOE) Taiwan Scholarship is to encourage outstanding American students and individuals to pursue degree programs in the Republic of China (Taiwan).

Availability
There are six (6) openings available for the MOE Taiwan Scholarship 2017-2018. Eligible individuals from Arkansas, Colorado, Kansas, Louisiana, Mississippi, Missouri, Oklahoma and Texas are welcome to submit applications.

Eligibility
1. Applicants must be American nationals with a high-school diploma or post-secondary degree(s), have excellent academic records and be of good moral character.
2. Applicants are ineligible if they meet any of the following restrictions:

  • overseas Chinese students or nationals of the Republic of China (Taiwan);
  • students who are currently registered or have obtained student status at any universities/colleges in Taiwan (graduating students pursuing further studies are exempt from this rule);
  • students who have studied in Taiwan for the same level of degree program as the one they intend to enroll;
  • exchange or dual/joint degree students admitted in accordance with academic cooperation agreements between local universities/colleges and foreign universities/colleges;
  • individuals who have been recipients of the MOE Taiwan Scholarship for over a total of five (5) years;
  • individuals who have, in the past, had their MOE Taiwan Scholarship or MOE Huayu Enrichment Scholarship (HES) revoked;
  • recipients of any other scholarship or subsidy funded by the Taiwan government or educational institutions in Taiwan. However, this does not include preferential prices offered by universities/colleges to cover tuition and other fees exceeding this scholarship limit.

3. Applicants should apply directly for admission within the application periods specified by each university/college.

Scholarship Duration and Limits
1. The maximum scholarship duration on each degree level for each recipient is as the following:

  • Four (4) years for bachelor’s degree programs
  • Two (2) years for master’s degree programs
  • Four (4) years for doctoral programs

2. The total length of the scholarship duration for each recipient is limited to five (5) years in a combination of different degree levels.
3. The scholarship award period for each academic year is from September 1 to August 31 of the following year.

Award Value
The MOE provides each recipient of the MOE Taiwan Scholarship with the following:

  • Tuition and fees: Upon validation of tuition and fees, the MOE will pay up to 40,000 New Taiwan Dollar (NTD) each semester for each recipient. Should the total amount of tuition and fees exceed 40,000 NTD, the remainder of all costs shall be covered by the recipient. Tuition and fees do not include any of the following: administration fees, thesis advising fees, insurance premiums, accommodation, or internet access, all of which are must be paid by the recipients.
  • Subsistence allowance: The MOE will provide each recipient undertaking undergraduate studies with a monthly stipend of 15,000 NTD; it will provide each recipient undertaking postgraduate studies with a monthly stipend of 20,000 NTD.


Application
1. Required documents:

  • A completed Taiwan Scholarship Application Form 2017-2018;
  • A copy of the applicant’s passport or other documents that can verify the nationality of the applicant;
  • A copy of the certificate of the applicant’s highest degree obtained and academic transcripts from that institution. Documents in a language other than English must be translated into English and the translated documents must be authenticated by an overseas Representative Office of the Republic of China (Taiwan).
  • A copy of proof of application for admission to universities/colleges in Taiwan (e.g. photocopies of application form, a notice or e-mail from the universities/colleges acknowledging their receipt of the application, etc.) The name of the school and program must be specified in those documents;
  • For applications to any program that is not taught exclusively in English, applicants must submit a copy of the Test of Chinese as a Foreign Language (TOCFL) certificate of Level 3 or above. If a copy of the aforementioned certificate is not submitted, the applicant shall apply for the TOCFL test at his/her own expense and submit the test results or certificate to the school by the end of the first semester after arriving in Taiwan;
  • For applications to an all-English program, the TOCFL certificate of Level 3 may be exempt;
  • Two letters of recommendation from school principals, professors, academic counselors, or supervisors. Letters must be signed and sealed by the writers. Photocopies and e-mail submissions will NOT be considered;
  • Statement of Purpose; and
  • Ministry of Education Taiwan Scholarship Program Terms of Agreement, signed and dated by the applicant.

Selection Criteria
1. Recipients’ academic goals should reflect an interest in the development of the industry, economy and education of Taiwan.
2. Recipients should possess an outstanding undergraduate or postgraduate Grade Point Average (GPA).
3. Priority will be given to applicants with a TOCFL certificate of Level 3 or above.
4. Applications must be completed with all the required documents attached. Incomplete applications or those missing required documents will be withdrawn from the selection process without further notice to the applicants.
5. Interviews with qualified candidates in person or via internet/telephone may be required for the final selection process.

Purpose
The purpose of the Ministry of Education (MOE) Huayu Enrichment Scholarship (HES) is to encourage American students and individuals to undertake Mandarin Chinese language training and courses at Chinese language institutes affiliated with universities or colleges in the Republic of China (Taiwan).

Availability
There are twelve (12) openings available for MOE HES 2017-2018. Each applicant may select from the following durations: 2 months (summer courses), 3 months, 6 months, 9 months, or 12 months. Eligible applicants from Arkansas, Colorado, Kansas, Louisiana, Mississippi, Missouri, Oklahoma and Texas are welcome to submit applications.

Eligibility
1. Applicants must be American nationals, above the age of eighteen (18), with a high school diploma or higher degree, must have excellent academic records, and must be of good moral character.
2. Applicants are ineligible if they meet any of the following restrictions:

  • overseas Chinese or nationals of the Republic of China (Taiwan);
  • students who are currently registered at any universities/colleges or enrolled in Mandarin language training programs in Taiwan;
  • individuals who have received an MOE HES or MOE Taiwan Scholarship in the past;
  • exchange or dual/joint degree students admitted in accordance with academic cooperation agreements between local universities/colleges and foreign universities/colleges;
  • individuals who are currently receiving financial benefits from the Taiwanese government or any educational institutions in Taiwan.


Duration
1.Each applicant must select the duration of the scholarship for which they will apply. Study period may vary based on the duration selected, as described below:


  • 2 months: Limited to summer courses from June to July, 2017 or from July to August, 2017
  • 3 months, 6 months and 9 months: Courses between September 1, 2017 and August 31, 2018 (2017 academic year )
  • 12 months: Courses from September 1, 2017 to August 31, 2018 (2017 academic year )


2.The Education Division of the Taipei Economic and Cultural Office in Houston reserves the right to decide the duration of scholarship for successful candidates.

Award Value
1. Each scholarship recipient will receive monthly stipends of 25,000 New Taiwan Dollars (NTD) in conjunction with the duration of scholarship approved.
2. The foreign exchange rate from USD to NTD is estimated at 1 to 30. The actual exchange rate is subject to currency fluctuations.

Application
1. Required documents:

  • a completed HES Application Form 2017-2018, signed and dated by the applicant
  • a photocopy of the applicant’s passport or other documents that can verify the nationality of the applicant
  • a photocopy of the certificate of the applicant’s highest degree obtained and original academic transcripts from that institution. Note: Transcripts must be sealed and signed/stamped by the institutions that issue the documents. Transcripts that are issued by international educational institutions must be presented in English language and authenticated by an overseas Representative Office of the Republic of China (Taiwan).
  • proof of application to language centers in Taiwan (e.g. photocopies of application form, a notice or e-mail from the language centers acknowledging their receipt of the application, etc.)
  • two letters of recommendation, sealed and signed by the writers
  • original Ministry of Education Huayu Enrichment Scholarship Program Terms of Agreement, signed and dated by the applicant

2. Submission:

  • Applications will be accepted between February 1, 2017 and March 31, 2017.
  • Applicants must directly apply for admission to language centers on the List of Language Center. Proof of application for admission to language centers is required for the HES application.

Selection

The deadline for the Taiwanese American Scholarship Fund is quickly approaching! Please share this information with students.

Grants 20 - $2,500 scholarship awards to students of Taiwanese descent planning to attend a university/college in the U.S. in Fall of 2017.
Eligibility:
1. United States citizen AND direct blood descendant of a Taiwanese citizen

2. High school senior or 1st year college student residing in the United States
3. Plan to attend a University or College as a 1st or 2nd year full-time student in the Fall of 2017 (If selected, high school seniors must submit college acceptance letter for verification.)
4. Have a minimum cumulative unweighted high school/college GPA of 3.0

5. Have a household income at or below the Federal/State/County Low Income Level (Must be able to show 2015 or 2016 tax return should applicant be selected for award.)

德州特殊教育註冊政策懸崖勒馬



在美國教育部(U.S. Department of Education)下令各州移除招收百分之八點五以內的殘障生比例限制後,德州教育廳(Texas Education Agency)周知學校,他們必須提供服務給所有的殘障學生,同時他們不會因為招收太多孩童而受到懲罰。

休士頓紀事報(Houston Chronicle)之前報導,2014年州教育廳公布學生招收標準後,學校開始拒絕提供服務給特教生。

根據一份長達五頁的信件,德州教育廳副廳長潘妮˙徐文(Penny Schwinn)告訴學校,教育廳終究是要廢除該項標準的。徐文同時於信中提到,超過百分之五並不會對學區不利,或因此成為是否稽核學區的依據。

然而,徐文也同時為該項政策辯駁,維持該項標準並不是限制註冊門檻,他們同時也沒有嚴厲懲罰那些未遵照規定的學區。

她寫道:「學區的教職人員或其他人也許將該項標準解讀為,學區被要求將特教生註冊率壓低至不超過百分之八點五。那樣的解讀是不正確的。」

經由報紙揭露德州教育廳面臨101千萬美元州預算刪減,未經諮詢州律師、聯邦官員或相關單位,而逕自實施該項政策時,聯邦部門始介入調查此案。

在此之前,從未有任何其他州將特教生註冊比例當做箭靶。

自德州該項政策生效後,州內公立學校學生接受教育服務的比例從全美平均的百分之十三降低為百分之五,是全國最低的。

德州殘障人權(Disability Rights Texas)組織的達斯汀˙萊德斯(Dustin Rynders)指控德州教育廳,其在該項議題上不值得信任,因為「該廳一直試圖推銷他們的荒謬故事,說百分之五指標不是個門檻或目標…同時對於他們為何頒獎給那些提供服務給低於百分之五的學生的學區,卻說不出所以然來。」

福遍獨立學區對於學生頭巾事件表示歉意



美國德州福遍獨立學區(Fort Bend Independent School District)對於學校穆斯林學生必須經過登記允許,才許包頭巾的錯誤資訊表示歉意。

該名學生的請願書提到,美國公民都有選擇自己信仰的權利。

「身為穆斯林,我們不應該用大眾給的標籤來定義自己,或認定包頭巾即是信仰的一部份。如果學校維持某項服裝規定是為了侷限特定宗教的人,那我建議學校廢除該項服裝規定,並且多花點時間在那些真正重要的事情上。如果學校董事會認為頭巾才是最重要的問題,我們將會寄出一份列表,告訴你們重要議題有哪些,讓學校董事會知道他們該花費精力在那上面。」

學生布貝拉表示這場爭論是源自於布希高中(Bush High School)的學生組織,而學校管委會還特地會見該學生組織的成員,確保這些學生可以在校園中感受到支持。

學區發表以下聲明:

「對於布希高中的穆斯林學生必須經過登記允許,才能包頭巾的錯誤訊息,我們表示歉意。
因宗教信仰的緣故而包頭巾,在布希高中不需文件許可。福遍獨立學區對於擁有多元的學生宗教信仰及豐富的傳統感到欣喜。我們也很感謝提出此議題的學生,因為這讓我們有機會針對宗教表達及校園整體風氣方面,能有更深層且具意義的對話。我們相信一個讓學生感到自在舒適的校園,可以有效提升學生課業成績及學習力,進而讓學生充份發揮他們的潛力。

位於理奇曼市(Richmond)布希高中,目前約有2200名學生,該校除招收密西遍(Mission Bend)社區的學生外,也收非福遍郡(Fort Bend County)轄內的周邊社區學生
