教育部臺灣獎學金生年麥可的留台經驗

 


Journey to Taiwan

Laozi once said, “The journey of a thousand miles begins with one step.” Though, I never thought I would have the courage to take that first step. And I’m all the happier that I did.

As a history graduate from UT Dallas, I focused much of my time studying modern Chinese history as well as independently studying Cross-Strait relations. My professor, Dr. Farmer, recommended that I study Chinese in Taiwan to further my language skills. I applied for the Huayu Enrichment Scholarship (HES) and was awarded the one-year scholarship for which I am eternally grateful. I even had the honor of meeting the TECO Houston staff in person before leaving. Armed with the love and support of my family and friends, an open mind, and just a dash of courage, I flew to Taiwan with a blank slate.

The language school I attended was National Taiwan Normal University’s Mandarin Training Center (NTNU MTC). With very few exceptions, my experience there was absolutely amazing. The teachers were extremely dedicated to their students. Not once did I see them give up on us. We struggled and trudged our way through the myriad of grammar structures and “tingxies” (dictations), but I could see the passion and earnestness of all my classmates. They were all from different backgrounds and were just as amazing as the teachers. I found that the harder they studied, the harder I studied as well. In the end, I spent a total of two years at MTC, concluding my time there not only with a strong grasp of the language but also several lifelong friends.

However, just as important were the out-of-class interactions with the local Taiwanese. I quickly learned that I needed to make friends, so I broke out of my introverted shell and did my best to talk to them. At first, I realized that my proficiency was not enough, but as the months went by, and through the patience and teachings of my friends, I slowly discovered the “real Taiwan” outside of the classroom walls. I attended several activities such as conventions, photoshoots, day trips, and hangouts that allowed me to see Taiwan through the eyes of the Taiwanese themselves. From Taipei to Kaohsiung, from the high, cloud-tipped mountains to the blue, shiny seas, in words I cannot describe, I saw what I could truly call beauty.

After taking a break from my two years of studying abroad, I decided to take another chance to study in Taiwan. Thus, I applied for the Taiwan Scholarship in 2020 which I never thought I would receive. I must express my sincerest and deepest gratitude for the staff at TECO Houston again, for making this dream a reality. Currently, I am studying at NTNU’s Graduate Institute of Translation and Interpretation. I’ve found many a friend in my classmates and the professors are excellent as well.

 

After I graduate, I plan to stay in Taiwan in order to gain more work experience, either in the public or private sector. I wish to continue working on my Chinese language proficiency and also to continue to study other languages as well. In this age of COVID, now more than ever do we need international cooperation and understanding.

My Experience Studying Abroad in Taiwan

I came to Taiwan in 2018 in pursuit of a career shift. Prior to coming to Taiwan, I had worked as a teacher for special needs, disadvantaged children, and those who faced behavioral issues for nearly six years in the United States. While I enjoyed my job, the overbearing lack of support from parents, administrators, and outside factors, I decided it was no longer a career I could enjoy.

Since my degree was in English and linguistics, I debated for a while what I could do next, finally deciding that I would become a content and copywriter in marketing and do so by continuing my education with a master’s degree.

Tuition in the United States was unaffordable. I had no means to pay back hefty loans and wanted to continue to be debt-free, so I chose to go overseas which surprisingly, was much cheaper.  

I applied for the 2018 MOE Taiwan Scholarship and then my life journey rapidly changed.

I decided to attend National Chiao Tung University’s Global MBA program due to its recognition in the country and globally. The program was successful for me mainly because of the professors that I had. Prior to my MBA, I had no business background at all, but with the support of my professors, I was able to self-study and receive their support so that I could quickly build my knowledge within a short two-year period.

Alongside that, I met wonderful people when interviewing for my thesis. Local and foreign involved in key moments of Taiwanese history all the way to film makers in indigenous communities. Outside of that, I have also met other foreigners building a community of home for our own cultures. Some of these events are Black Lives Matter, African Heritage events, and overall women empowerment for those in startups and other entrepreneurial activities.

Right after college, I met my goal and more and was hired as the brand strategist and content writer for education in the global product marketing department at my current company. Because of a supportive, global team, my career and social development opportunities have grown as well. From the opportunity to working on large global campaigns, all the way to mentoring other foreign students here in Taiwan, I have finally reached a place where I feel happy and appreciated in my career.


I plan to stay long term here in Taiwan and continue to learn Chinese and work more closely with local communities and initiatives I personally enjoy. However, without the support of my family, and the faculty at my school, and the people at the MOE offices, this change in my life would not have been possible.

教育部公告110年留學獎學金甄試簡章 205名額明年開搶



教育部鼓勵優秀青年赴國外(不含大陸地區及香港、澳門)知名大學攻讀博碩士學位,設置留學獎學金,110年留學獎學金提供205個名額,與去年相仿,留學獎學金甄試報名期間自110年1月11日上午8時30分起至110年2月8日中午12時止。

 教育部留學獎學金一般生每名每年核發1萬6000美元,受獎年限最長2年;特殊生(勵學優秀生、原住民生及身心障礙生)每名每年核發3萬美元,受獎年限最長3年。110年留學獎學金提供205個名額,包括190個一般生名額(一般學群名額155名、選送赴特定國家名額35名)及15個特殊生名額(勵學優秀生、原住民生及身心障礙生各5名) 。  

教育部表示,留學獎學金申請人須於報名截止日前取得國外大學校院博(碩)士入學許可或已在國外博(碩)士班就讀。一般生除「藝術學群」、「建築、規劃與設計學群」及選送赴新南向國家申請人得選擇攻讀碩士或博士課程外,其餘學群均須攻讀博士課程;特殊生則不限學群可選擇攻讀碩士或博士課程。 

至於甄選方式,教育部表示,獎學金甄試採書面審查,擇優錄取,近3年錄取率一般生一般學群約29%,一般生選送赴特定國家約40%,特殊生約67%,歡迎優秀青年學子踴躍申請。 為配合新南向政策及進行全球人才布局,教育部表示,110年留學獎學金持續設置選送學生赴特定國家留學名額,包含新南向國家25名及北歐國家10名,其中新南向國家包含印尼、菲律賓、泰國、馬來西亞、汶萊、越南、緬甸、柬埔寨、寮國、印度、巴基斯坦、孟加拉、尼泊爾、斯里蘭卡、不丹等15國共15名;新加坡、澳大利亞及紐西蘭等3國10名;且「選送赴新南向國家」申請人得攻讀碩士或博士學位。

生涯規劃邊學邊玩到台灣

為了讓學生從小學開始即對社會各行各業有基本認知,並了解不同領域所需之專業知識與能力,及早為完成高中後欲繼續就學或就業做規劃,美國德州休士頓獨立學區(Houston Independent School District,以下簡稱HISD)每年為學生舉辦職涯探索活動,「只要我長大」-職業博覽會(When I Grow Up-Career Expo),該活動今(2019)年邁入第7屆。

除了去(2018)年因活動當週氣候不佳,主辦單位取消活動,駐休士頓教育組(以下簡稱教育組)每年均出席參與該活動,藉此推廣臺灣教育及獎學金機會,提供未來有海外留學想法的學生另一個教育選擇。

今年活動於323日於舉行,有超過100個公司行號及公私立單位參加,除了往年的油業公司、製造業、建築與工程、大眾服務、商業貿易、廚藝餐飲、零售業、交通運輸、科技工程公司、大學院校等,今年主辦單位特開闢全球教育留學海外及使領館專區,以期增進學生國際觀,促進未來國際移動力。今年教育組受邀與法國及墨西哥總領館併列使領館區,聯手向學生推廣海外教育機會。

為讓學生有機會進一步了解台灣,教育組今年純手工打造復古版台灣夜市彈珠台,於會場中與學生及家長互動,並藉機贈送華測會文具、台灣觀光禮品以及豬年天燈等,加深參與者對台灣的印象,彈珠台遊戲除吸引K-12各年級學生外,家長及學區教職員也忍不住加入遊戲展身手,讓教育組攤位人潮絡繹不絕,許多高年級學生因此對留學到台灣產生興趣,並表示等高中畢業後,有機會一定要到台灣,讓今年主題為「邊學邊玩到台灣-Study in Taiwan & Have Fun」的攤位活動再次成功行銷台灣。

Education Opportunity Promotes Cultural Exchanges and Economic Activities Globally

Have you ever thought of how and why education affects economic development and growth? When you walk into a trade conference and expo, do you assume that information you will get is all about business for entrepreneurs other than education for students?

According to Eric A. Hanushek and Ludger Woessmann’s article published in Economics of Education (Amsterdam: Elsevier, 2010), it concludes that,– there is strong evidence that the cognitive skills of the population – rather than mere school attainment – are powerfully related to long-run economic growth.Keeping this fact in mind, the Education Division of the Taipei Economic and Cultural Office (TECO) in Houston takes every presenting opportunity, whether in a global setup or a local community outreach program to promote Taiwan.


Small and medium enterprises from the greater Houston area and consulates commissioned in Houston gathered for the Houston Global Trade Conference and Expo.  It provides enterprises a chance to discover trade opportunities with foreign businesses. To recruit more students to study Mandarin language in Taiwan, the Education Division provided event attendees with information on Taiwan Ministry of Education funded scholarships. Participants were happy to learn about study abroad opportunities for their children. Ambassadors and Consul Generals from several countries also presented remarks to address tariffs and trade barriers currently facing their countries and discuss how small businesses may be affected. Including the Education Division, more than 25 organizations participated in the expo which attracted an estimated 500 attendees.

UHD Students Learn about World Renowned Foods and Education in Taiwan at the Study Abroad Fair 2018

In spite of the fact that access to online resources has never been easier, the Study Abroad Office at the University of Houston-Downtown (UHD) continues to value the importance of face-to-face consultations for their students with interest in studying abroad.

In an effort to provide helpful information and save students from the hassle of online searching, UHD hosts a Study Abroad Fair every semester. Its faculty-led programs and study abroad providers throughout the United States (U.S.) are invited to participate. This semester, a total of 14 entities participated in the fair, including KEI.ORG (Knowledge Exchange Institute), CISabroad, the Benjamin A. Gilman International Scholarship granted by the U.S. Department of State, Sol Education Abroad, AIFS (American Institute For Foreign Study), isa (International Studies Abroad), and Academic Programs International and International Studies Abroad in Austin, among others. The Education Division of the Taipei Economic and Cultural Office in Houston (the Education Division) was the only consulate office present at the event. Not only does the fair provide information on degree and language programs internationally but it also offers resources on internships, volunteers, temp-jobs, and scholarships opportunities available to students.


UHD professor, Joe Sample, who teaches creative writing in food cultures, has led two groups of students to Taiwan in 2013 and 2016. He visited the Education Division’s table to express his support and interest in establishing more exchange programs with Taiwan. UHD student, Ms. Sirena Olivan, contacted the Education Division to request further details on the MOE funded programs the day following the fair. Another student, Mr. Stance shared his love for Pearl Milk Tea and was amazed to learn about the origin of the drink after visiting the table. 

The promotion material, Taiwanese Postcards with street foods and tourist attractions illustrations was quite popular at the fair. As an overseas representative office in the U.S., the Education Division in Houston makes every effort to promote Taiwan whenever presented with an opportunity. Actions speak louder than words, feedback from teachers and students is the best testimony for the hard work that the Education Division does. It is estimated that five hundred students attended the fair this year.

Huayu 101, for Learning Mandarin Online

Taiwan’s Ministry of Education Launches Huayu 101, for Learning Mandarin Online

Taipei, Taiwan -- The Ministry of Education (MOE) announced the launch of Huayu 101, a new online Mandarin learning initiative, at the end of May. This is one of several to attract and motivate more young people to learn Mandarin in Taiwan.
Huayu 101 taps into learners’ interest in Taiwan and its culture. The designer of Huayu 101, Professor Chang Yuhsin from the University of Taipei, has been teaching Mandarin for more than 20 years. He and his team collected key basic survival phrases that people can immediately use, covering topics such as accommodation, shopping, ordering food, transport, and getting emergency help. Foreign students and travelers will find the material really useful in Taiwan and other Mandarin-speaking regions.
The MOE worked with Logan D. Beck, a YouTube enthusiast, to produce two videos about Taiwan’s culture and learning Mandarin: Dajia Mazu Pilgrimage, and Taiwan Night Market Street Food. The first video drew 50,000 views the night it was launched and it’s been watched more than 150,000 times since. Beck and a popular rice cake seller, Mr. Liu, attended the launch and showed some Huayu 101 video footage featuring them in a scene set in a night market.  
The global demand for Chinese language education led to the planning and implementation of the Eight-year Chinese Language Education Promotion Plan (2013–2020). Taiwan’s Chinese language education sector has been vigorously marketing itself internationally, and the Office of Global Mandarin Education (OGME) was set up to integrate the Chinese language education resources in Taiwan.
Another exciting initiative that similarly integrates Taiwan’s tourism resources and language learning resources is Mandarin On-the-Go. The MOE worked with the Ministry of Transportation and Communication Tourism Bureau, and the Small and Medium Enterprise Administration of the Ministry of Economic Affairs to create this new study-tour model.

Scholarship recipients meet up before departing for Taiwan

Each year, the Education Division of the Taipei Economic and Cultural Office (TECO) in Houston organizes orientation for recipients of the Ministry of Education Taiwan Scholarship and Huayu Enrichment Scholarship (HES). The meeting provides the lucky students information on Taiwan, scholarship regulations, visa application requirements and gives recipients an opportunity to network with their future alumni.

The Education Division TECO in Houston provides services to eight U.S. states, including Arkansas, Colorado, Kansas, Louisiana, Mississippi, Missouri, Oklahoma, and Texas. There are 20 recipients for both the Taiwan Scholarship and HES; however, only eight of the recipients live in Texas, and of that only three are located in Houston. Due to the geographical challenge, the dynamic of summer activities, and traveling plans for students, most recipients were unable to attend the event, held on June 21, 2018. Despite the challenges, two recipients, Lucas Kliphon with HES and Jonathan with the Taiwan Scholarship, managed to participate and found the experience extremely informative and fruitful.

Lucas and Jonathan have much in common. They are both recent college graduates of the class of 2018, alumni of the University of Texas at Austin, and have visited Taiwan before. However, they did not know each other until they met at orientation! When asked about their reasons for undertaking a long-term study in Taiwan, they responded almost in unison. There are so many countries in the world, but it is the place where they want to be. If possible, they would love to stay for work even after finishing their studies.


For recipients who were unable to attend the orientation in Houston, the necessary information was compiled in a download from the Education Division, TECO in Houston. Telephone and email are also open for consulting so as to accommodate other recipients.

「臺灣觀光學華語」計畫係由國內各大學校院附設華語文中心規劃設計主題式華語課遊程內容及搭配相關教材,經由教育部評選機制,每年選出數套優質之「臺灣觀光學華語」年度課遊程,提供外籍人士來臺從事研修、實習、志工服務、觀光、或商務旅行等活動時,得以瞭解並深入體驗臺灣之方式選項。該等課遊程融合臺灣各地自然與人文特色,整合文化、古蹟、特色建築、飲食等多元在地風情,藉由進行簡單的華語口語教學,著重教授外國朋友能即學即用的關鍵詞彙、常用短語或對話,在觀光過程中能在華語教師的協助下自然開口說華語,與臺灣人民產生更多交流互動,品味當地居民特有的人情溫度與生活哲學。
「臺灣觀光學華語」計畫106年度選出由淡江大學成人教育部華語中心、國立彰化師範大學語文中心、國立中山大學國際事務處華語教學中心、及慈濟大學華語中心所規劃之4條遍及臺灣北中南東之年度精選課遊程(辦理期程跨106-107年)。主題內容分別為臺北文化、 美食「走讀.華語.品味.臺北」之旅;彰化鹿港文化、美食、生態「文化舊城學華語,趣遊彰化山海城」之旅;高雄文化、浪漫「上山、下海、遊港都」之旅;以及花蓮樂活、文化、生態「花蓮輕旅行樂活學華語」之旅。
教育部已建置「臺灣觀光學華語」官方網站(網址:http://www.mgt.org.tw),提供年度精選課遊程內容及連結報名管道(參加者一律採網路報名方式),並收錄地方特色華語課遊程教材、旅人課遊程體驗分享及提供臺灣觀光及華語學習資訊等,為外籍人士學華語之課遊程資訊指南提供一站式的資訊服務。

University of St. Thomas “Gathering to Give” Promotes Taiwan

The president of a student club at the University of St. Thomas (UST), Max Castroparedez, showed up with almost Disneyesque smiles on his face at the Education Division of the Taipei Economic and Cultural Office (TECO) in Houston at an early day of the 2017 Fall Semester for college students. He carried a big mission on his shoulders and was looking for sponsorship for an event on advertising the Chinese Language and Culture Association (CLCA) that he presides as a university freshman.

After gathering Max’s plans about promoting his club and details on the logistics for the event, TECO in Houston couldn’t be happier to support this exceptionally positive young man with great passions for the Chinese language he barely speaks as well as the culture he experiences solely through his Taiwanese friends. The event targeted on introducing Chinese language and Taiwanese cultures to students, faculty/staff of UST, and local communities.

The event date was set in September before the infamous Hurricane Harvey hit Houston at the end of August 2017. In the wake of Harvey, Max’s family became one of the thousands of households affected by the Storm. His family’s house was severely flooded that not only did they have to list the house but also lost literally everything to the flood. Rebuilding and getting back to a normal life takes time and money. Max even had to work three jobs to overcome the financial challenge caused by the flooding but he was not back away from making the event happen during his first semester at the UST. Despite all of the challenges, for the following four months, Max still presented himself at every meeting with TECO with same huge smiles on his face.

After Max’s restless hard works, the event was finally taken place on November 9 at the Campus Life Mall of UST, named “GATHERING TO GIVE”. All of its proceedings were to go to Harvey relief funds to support victims of the Storm. The event took its initial objective to the next level by reacting to the occurrence of a natural disaster in helping people in need to go through difficult times.


People showed up at the event to show their support for the Club, the Language, the Culture, and the Initiative. Foods couldn’t be tastier, the language couldn’t be friendlier, cultures couldn’t be closer, the message couldn’t be more powerful when people gather to give and care for each other. The event concluded with approximately 300 participants and received about US$3,500 monetary donations.

教育部華獎生博菲拉的留台經驗

My Experience Studying Abroad in Taiwan

My journey of studying abroad in Taiwan first started when I applied for the Huayu Enrichment Scholarship (HES) program in 2016 at my local Education Division of the Taipei Economic and Cultural Office (TECO) in Houston, Texas. At that time, I was just looking to continue my Mandarin language studies and gain some exposure to Taiwanese culture, but I never expected to gain the wonderful opportunities that became available to me during my studies in Taiwan. After receiving the news that I have been chosen as a recipient of the HES Scholarship, the Director of Education Division Sophie Chou, and other dedicated staff of the TECO office graciously helped with providing me all of the useful information and resources that I needed in order to be prepared when arriving and getting accustomed to life in Taiwan. After my arrival, I immediately felt comfortable in the new environment. The citizens were so nice and willing to help me whenever I was lost, regardless of the language barrier.

When starting the language program, because I had studied Chinese previously before in America, I was placed in a higher-level class after taking the placement test. The class curriculum was rigorous, but very fun and interactive as well. My teacher implemented the best methods on how to retain the new words and grammar while giving us the opportunity to speak conversationally using what we’ve learned, which is very important and useful for real-world interactions. Our class was small which gave us more opportunities to have more in-depth interactions with the teacher and work on any issues that we had with learning Mandarin, as well as create strong bonds between classmates and becoming close friends. Another aspect of the program that I greatly enjoyed were the cultural excursions. We were able to explore the breathtaking landscapes of Taiwan, as well as have exposure to the rich history of Taiwanese and aboriginal culture.

Before I knew it, a year had already passed and my program was finished. I had grown to love Taiwan and I felt that there were still more things to explore and to learn, so I chose the next best option which was to continue studying in Taiwan by attending University. After spending weeks researching which school would be the best for me, I finally decided that Tamkang University was the best option. I decided to join the Department of Diplomacy and International Relations because as someone who has an interest in possibly becoming a diplomat in the future and has in interest in international relations, it fit my needs perfectly. Now after already having experienced nearly half of a semester as a DDIR freshman, I can honestly say that this department has really become another family to me. My classmates are a perfect mix of wonderful people from around the world and local Taiwanese, and they all have the same interests and goals as I do. They are all kind and likeminded individuals, and the Professors are even better. To me, they don’t just consider the students as just a number, they truly care about what we learn and ensure that we gain meaningful knowledge about the world of International Relations and Diplomacy. They encourage discussions, deep thinking and allow us to give our input and opinions about the topics we learn.  They don’t just give us a lecture and multiple choice exams. I think another special aspect is that the Chairman of our Department, Professor Cheng Chin-mo also takes the time to get to know his students personally, and he really cares about their progress and experience in the university. He, as well as other professors are willing to give us opportunities to listen to guest speakers and help expose us to different aspects of having a career in Diplomacy and International Relations, and to me that really shows that they care about our success. In conclusion, I really am happy that I made the decision to come to Taiwan. My Chinese has improved exponentially, the country and its people are safe, welcoming and fun, and most importantly I have the chance to study in a top-tier educational environment.

我在台灣留學的旅程,起初是在我在德州「駐休斯頓臺北經濟文化辦事處教育組 (Education Division of Taipei Economic and Cultural Office (TECO) in Houston)」申請2016年教育部華語獎學金(Huayu Enrichment Scholarship, HES)的時候開始的。那時候我只是想繼續我的普通話學習,接觸一些台灣的文化,但是我從來沒有料到自己會在台灣留學期間獲得這些機會。在收到我被選為HES獎學金獲得者的消息之後,教育組組長周慧宜(Sophie Chou)TECO辦公室的其他專職人員(Isabelle Chen)給予了我所需要的所有有用訊息和資源,在台灣到達習慣生活時做好準備。在我到達之後,我立即在新的環境中感到舒適。無論語言障礙如何,每當我迷路的時候,市民都非常好,願意幫助我。

在開始語言課程的時候,因為之前我在美國學習過中文,所以在參加分班考試之後,我被安排在一個更高層次的課堂上。班級課程嚴謹,但也非常有趣和互動。我的老師在如何保留新單詞和語法方面實施了最好的方法,同時讓我們有機會使用我們學到的東西對話式講話,這對於現實世界的交互非常重要和有用。我們的班級規模很小,給了我們更多機會與老師進行更深入的交流,學習普通話的任何問題,同學之間建立起緊密的聯繫,成為親密的朋友。我非常喜歡的節目的另一個方面是文化遊覽。我們能夠探索台灣的驚險景觀,並且接觸到台灣和土著文化的豐富歷史。


在我知道之前,一年已經過去了,我的計劃完成了。我已經愛上了台灣,覺得還有更多需要探索和學習的東西,所以選擇了繼續在台灣留學的第二好選擇。花了幾個星期的時間研究哪個學校對我最好,我終於決定淡江大學是最好的選擇。我決定加入外交與國際關係部,因為作為一個有興趣可能成為未來外交官,對國際關係感興趣的人,這完全符合我的需要。現在已經經歷了近半個學期的DDIR新生,我可以誠實地說,這個部門真的成了我的另一個家庭。我的同學是來自世界各地的優秀人士和台灣本地人的完美組合,他們都有著和我一樣的興趣和目標。他們都是仁慈的,志同道合的人,教授甚至更好。對我來說,他們不僅僅把學生看成是一個數字,他們真正關心我們學到的東西,確保我們對國際關係和外交世界有了有意義的了解。他們鼓勵討論,深入思考,讓我們就我們所學的主題提出意見和建議。他們不只是給我們一個講座和多項選擇考試。我覺得還有一個特別的地方,就是我們系主任鄭欽模教授也是花點時間認識他的學生,他真的很關心他們在大學裡的進步和經驗。他和其他教授都願意給我們機會傾聽演講嘉賓,幫助我們揭露在外交和國際關係方面的職業生涯的不同方面,對我來說,這真的表明他們關心我們的成功。總之,我真的很高興我決定來台灣。我的中國人成倍增長,國家和人民安全,歡迎,有趣,最重要的是我有機會在一流的教育環境中學習。
