3)Research Plan (No length limit, but try to strive for clarity as the Grant Selection Committee will base their award decision primarily on the research plan.)

Core Fulbright U.S. Scholar Program


Application Deadline for Most Awards: August 1, 2014 

The Fulbright U.S. Scholar Program offers nearly 600 awards in teaching, research, and combination teaching/research awards in over 125 countries for the 2015-2016 academic year. Opportunities are available for college and university faculty and administrators as well as for professionals, artists, journalists, scientists, lawyers, independent scholars, and many others.

Interested faculty and professionals are encouraged to learn more about core Fulbright U.S. Scholar opportunities by visiting the online  Catalog of Awards. Regional Highlights 
After a 10-year hiatus, the U.S. Scholar Fulbright program has reopened in Belize, the Bahamas, and Guyana. The Bahamas has a strong academic community with a healthy appetite for new and cutting-edge research. Applicants interested in a teaching or teaching/research grant to Belize will find themselves in high demand for their expertise in a country that abounds with natural wonders. Guyana is eager to benefit from curriculum development, knowledge exchange and research collaboration.

New Awards 
A number of new awards are introduced to the Core Fulbright U.S. Program each year to address program country needs and priorities. Below is a sample of what’s new for the 2015-2016 program: 

·      Fulbright-Terra Foundation Award in the History of American Art. The Fulbright- Terra Foundation award provides U.S. Scholars the opportunity to teach and guest lecture on American art history prior to 1980 at the undergraduate or graduate level in China and select European Union (E.U.) countries. Fulbright-Terra Foundation Scholars to the E.U. will also have the opportunity to conduct research while on their grant. Proposed coursework and methodology should be designed to increase awareness about American art to the next generation of art history teachers and scholars and to inspire university administrators, faculty and students to build their institutional capacity for curriculum and research mentoring on American art history.  
·      Fulbright Distinguished Chair in Brain Science and Family Wellness. The Norlien Foundation, in partnership with Fulbright Canada, has established a new and unique academic program in the area of brain science, addiction and family wellness. This Chair is designed specifically to attract and support extraordinary American researchers in a targeted area of academic inquiry who will take up residence at one of Alberta’s three research-intensive universities 
·      Fulbright-Coach Award in Fashion and Design. The Fulbright-Coach Award is funded in cooperation with the world-renowned design house Coach. The selected scholar would spend a semester working with Master’s students in the Communication in Fashion and Beauty program at CEU San Pablo University in Madrid, Spain.

For Americans: New Scholarship Opportunities, Taiwan
New scholarships available for US scholars, Post-docs, MA students, Distinguished Teachers, and English teachers

Taipei, Taiwan. Scholars, postdocs, language teachers, students, and professionals who plans to visit East Asia now have a new destination with a strong and vibrant research community, a clean and convenient living environment, and open-minded, friendly people. The Foundation for Scholarly Exchange (FSE) hosts the prestigious Fulbright Taiwan Scholarship Program and is ready to assist you in your next innovative idea.

Four new scholarships and up to 20 additional seats, a total of up to 95, are now available.
l   Adding to the strong humanities and social science focus, the new “Cross-strait Studies Scholarship” supports researchers who focus on contemporary topics for mainland China and Taiwan, a maximum of USD 105,500 will be awarded for each scholar.[1]
l   The new “Postdoc Scholarship” supports up to 6 grantees who plan to work with Taiwan academic institutions.
l   The new “MA Degree Scholarship” supports graduate students interested in International Studies, Communications, Design, or Agricultural Economics, with tuition waiver, round trip airfare, and monthly allowance. These MA programs are taught in English.
l   A Distinguished Teacher Award for K-12 scholars will bring two experienced teachers to Taiwan for a semester to study, undertake a project, and provide classroom expertise.
l   For college graduates who are eager to explore a different culture, the English Teaching Assistant (ETA) Program will host up to 15 additional ETAs for a total of 78.

In particular, the Cross-strait Studies Scholarship is an important step for both United States, Taiwan, and China to explore a new avenues of exchange and cooperation. About the Foundation for Scholarly Exchange (FSE)
FSE (Fulbright Taiwan) is one of approximately 50 bi-national/bilateral organizations in the world established to administer the Fulbright educational exchange program outside the U.S. Over the past 50 years, the Foundation has financed over 1,600 Taiwan Fulbright grantees to the U.S. and more than 1,300 U.S. Fulbright grantees to Taiwan.

Taiwan’s Fulbright Program receives support from U.S. government through the American Institute in Taiwan (AIT) and the U.S. Department of State (DOS), and from the Taiwanese government through the Ministries of Foreign Affairs and Education (MOFA) (MOE) and the local governments of Yilan, Kaohsiung, Kinmen, Taichung, Taipei, and Taitung. Founded in 1947 in Nanjing, suspended until 1957 and restarted, formalized in 1964, and renamed in 1979 FSE’s role is the facilitator for all Fulbright programs in Taiwan. It operates under a broad mandate to promote a “world of a little more knowledge and a little less conflict,” through the medium of international exchange. FSE’s Board of Directors includes 5 American members and 5 Taiwan members who are the governing body for this legal, international non-profit entity.

About the Fulbright Program
The Fulbright Program is the flagship international educational exchange program sponsored by the U.S. government and is designed to increase mutual understanding between the people of the United States and the people of other countries. Fulbright offers approximately 8,000 competitive, merit-based grants annually for Students, Scholars, Teachers, Professionals, and Groups. Grants are available for U.S. citizens to go to abroad and for non-U.S. citizens to come to the U.S.

傅爾布萊特獎學金額度增加並增設新獎項
臺美學術交流的新哩程

(臺北,台灣) 在物價飛漲的年代,學術交流基金會(Fulbright Taiwan)董事會決定大幅提高傅爾布萊特獎學金額度來因應這個大趨勢。這項決策將提高台灣赴美攻讀博士學生與研究學者的獎助金額。
l   攻讀博士學位學生獎學金:提供1名全額獎助,最多新台幣150萬元(美金50,000元)。另有12名部分獎助,每位新台幣45萬元(美金15,000元)
l   資深學者獎助金:提供1名全額獎助,最多新台幣120萬元(美金40,000元)。另有25位部分獎助,每名新台幣45萬元(美金15,000元)

除了獎助金額提高外,基金會亦增設多樣新獎項,包括:
l   早期療育老人健康促進是台灣社會福利的重要趨勢。為充實這兩大領域專家學者的知識交流與建構機制,學術交流基金會與深耕早期療育與老人健康促進領域多年的台塑集團共同成立全新獎學金項目:「傅爾布萊特-台塑關係企業獎助學金」。

l   學術交流基金會與美國杜蘭大學法學院合作成立攻讀法學碩士學位獎助金。該校位於美國路易西安納州,是美國50州中唯一一州與台灣一樣採用歐陸法系作為立法基礎。

學術交流基金會執行長李博士表示,「傅爾布萊特-台塑關係企業獎助學金」為第一個美國傅爾布萊特計劃與台灣民間企業合作之獎學金,象徵著現今台灣企業除了關注台灣本土問題,更願意跨出下一步,與國際接軌,非常值得肯定。而「傅爾布萊特法學碩士獎學金」亦是我們爭取台灣學生在國際教育上發光發熱機會的新里程碑。

此外,語言教師之交流亦是基金會著重的獎助項目之一:
l   英語教師赴美進修暨協助華語教學獎助計畫(FLTA)近年為一個新的項目。選送青年英語教師赴美修習一年,並同時擔任華語協同教學活動。獎助內容包含:學費、機票、食宿及生活津貼。
l   優秀教師計畫將贊助中小學資深教師至印地安那大學研修一學期、分享教學經驗,並完成一項專案。

關於學術交流基金會 Foundation for Scholarly Exchange (Fulbright Taiwan)

學術交流基金會 (Fulbright Taiwan/FSE) 係美國與世界150個國家或組織共同推動傅爾布萊特計畫 (Fulbright Program) 單位之一,其中有50個單位是由雙邊政府共同成立的獨立運作基金會,學術交流基金會即是其一。半世紀以來,學術交流基金會提供約1,300位美國學人及1,600位台灣的學人進行雙向交流。

台灣傅爾布萊特交換計畫分別由美國政府透過美國在台協會(AIT)、美國國務院(DOS),及台灣政府透過外交部(MOFA)、教育部(MOE)、宜蘭、高雄、金門、台中、台北及台東縣市政府共同支持。本計畫於1947年成立於南京,歷經數年動盪,於1957年重新於台灣啟動,歷經1964年正規化並於 1979年更名,學術交流基金會持續於台灣推行各項傅爾布萊特學人交換計畫。基金會在董事會的監督下,旨在透過國際交流來推廣「給世界多一點點知識,少一點點衝突」這項願景。董事會由5位美國董事及5位臺灣董事,共同監管此一合法之國際型非營利組織。

2013攻讀博士學位傅爾布萊特獎助金

一、獎助學門:
(一)社會科學與教育學門

二、獎助項目:
(一)全額獎助(最多可提供2名)︰
1.學費補助每年最高美金30,000元 (學業表現若達標準可續約一年)
2.本人來回經濟艙機票乙張及行李補助費新台幣20,000元(往返行程均須搭乘台灣或美國之航空公司班機)
3.生活費每月美金1,000元 (學業表現若達標準可續約一年)
4.教育津貼每年美金1,000至5,000元 (學業表現若達標準可續約一年)
5.IIE協助申請就讀單位
6.有機會獲得暑假3星期左右的學前訓練課程,IIE並提供食宿、書籍、機票等項目的補助。
(二)部分獎助(最多可提供10名):
1.生活費每月美金1,000元(學業表現若達標準可續約一年)
2.教育津貼每年美金1,000元(學業表現若達標準可續約一年)
3.IIE協助申請就讀單位
4.有機會獲得暑假3星期左右的學前訓練課程,IIE並提供食宿、 書籍、機票等項目的補助。

三、申請資格及獎助規定:
(一)申請期間(即2014年開始獎助的前一年),必須實際居住在台灣
(二)申請時已獲得碩士學位
(三)已準備好可赴美直接攻讀博士學位者。預計攻讀SJD者,申請時務必已具有美國LLM學位。
(四)若收到面試通知,8月份須親至本會參加面試。
(五)托福iBT成績95分以上,或CBT成績240分以上,且是在2012年3月以後應考取得的成績。
(六)須符合「申請注意事項」裡所列條件 (http://www.fulbright.org.tw/tw/provisionsandconditions)
(七)下列人士不得提出申請:
1.目前在美國就讀者
2.預計申請JD或LLM者
3.曾獲傅爾布萊特學生相關獎助
4.預計在美成為醫學院學生者。若已具有醫學相關學位之申請 者,可以申請本獎助金,但不可加入實習或住院醫師等計畫。
(八)本獎助之期限為12個月,若學業表現達到標準,可續約12個月。本獎助不能早於2014年8月1日開始,亦不能晚於2015年6月1日開始。
(九)在同樣條件下,審查委員優先考慮在截止日期前繳齊所有成績報告者(包含英語測驗考試、成績單)
(十執行獎助計畫期間,每一學期 (或半年) 須繳交一份學術研究或文化體驗報告,並發表於本會電子期刊。

四、申請辦法及截止日期︰
(一)2013年8月1日前在線上填妥申請表,並上傳相關文件檔。申請說明及申請表詳如:http://www.fulbright.org.tw/application
(二)完成線上申請後,請將下列紙本文件於2013年8月1日前寄出給本會(郵戳為憑)。

•中文簡歷(請包含手機號碼以方便申請過程中連絡補件)
•三封推薦函(如已在線上填寫則可省略)
•大學部及研究所的彌封英文成績單正本(包含交換學生部分,彌封指必須請學校在封口處蓋章,以證明此成績單為學校所發)
•大學部以上的英文學位證明正本。外國學歷須經外交部駐外館處文書驗證(詳細辦法請參閱外交部領事事務局網頁http://www.boca.gov.tw/)。一經錄取,所有文件須轉寄給IIE,故請勿繳交畢業證書正本,本會無法退還。

博士後傅爾布萊特研究獎助金

一、獎助學門︰

每名固定金額約美金5,000至11,000元,按獎助期限比例分配

三、申請資格及獎助規定:
(一)已獲得台灣或其它非英語系國家大學之博士學位
(二)提出申請時在台之工作機構任全職,且已滿1年以上
(三)須由任職單位之最高行政主管推薦或許可,並提出相關證明
(四)須符合「申請注意事項」裡所列條件 (http://www.fulbright.org.tw/tw/provisionsandconditions)
(五)下列人士不得提出申請:
1.目前在美國教學、研究、就讀者
2.提出申請時,由美國返台居住不滿3年者
3.曾獲傅爾布萊特獎助未滿5年者
4.過去兩年內曾持交換訪客簽證J-1(學者類別)赴美者
(六)獎助期限至少3個月,至多10個月,不能早於2014年8月1日開始,亦不能晚於2015年8月31日結束。本獎助不可分階段使用。
(七)執行獎助計畫期間,每一學期須繳交一份學術研究或文化體驗報告,並發表於本會電子期刊。
