University of St. Thomas & Wenzao Ursuline University of Languages Launch Mandarin Center in Houston

The University of St. Thomas (UST) and Wenzao Ursuline University of Languages launched a Mandarin Center on September 8, 2021. This important international collaborative project followed the signing of the U.S.–Taiwan Education Initiative to promote mutual language education and student exchanges.
The Mandarin Center represents a substantial long-term investment in the University of St. Thomas by Taiwan’s Ministry of Education and Taiwanese-American business and community leaders in the Greater Houston area.
To celebrate the new partnership, UST held an inaugural reception on September 8, attended by university president Dr. Richard Ludwick, Robert Fu-wen Lo, Director-General of the Taipei Economic and Cultural Office (TECO) in Houston, Dr. Margaret Chen, president of Wenzao Ursuline University of Languages (attending virtually), and more than 60 guests attended the ceremony to celebrate the launch of the center, virtually and in-person.
Dr. Hans Stockton, dean of the Division of Social and Behavioral Sciences & Global Studies, who directs the university’s Taiwan outreach, said in his remarks “The Mandarin Center embodies the next generation of higher education collaboration to meet a critical need in American national security – the education of Americans in Mandarin and Chinese culture. This is a true partnership between two great Catholic universities committed to creating encounters and dialogue.”
Dr. Yen-Yi Lee, Director General of the Department of International and Cross-strait Education of the Ministry of Education, made congratulatory remarks to celebrate the opening of the Mandarin Center in a video. She mentioned UST’s longstanding partnership with the Ministry, saying: “The University of St. Thomas is one of our Ministry of Education’s strongest educational partners in the American Southwest, and it’s been in close cooperation with Wenzao Ursuline University of Languages since the two universities signed a sister-school agreement in 2010. Under the Taiwan–U.S. Education Initiative that was launched in December last year, both universities are expanding access to Mandarin and English language instruction, while safeguarding academic freedom. We look forward to more and deeper cooperation between Taiwan and the U.S. in education.”
The Mandarin Center receives Ministry of Education support through the Taiwan Huayu BEST - Bilingual Exchanges of Selected Talent Program, an initiative to promote Mandarin learning related academic cooperation between universities in the United States and in Taiwan.

Ministry of Education and Houston Police Department Continue Partnership to Provide Mandarin Training for Houston Police Officers

Houston is the most populous city in Texas, with a population of more than 2.3 million people. Just under 50% are non-English speakers, and Mandarin Chinese is the third most common non-English language spoken there, after Spanish and Vietnamese. The Ministry of Education has renewed a 3-year memorandum of understanding (MOU) with Houston Police Department to continue Survival Mandarin, a program that provides Mandarin training and greater multi-cultural awareness to local police officers. Dr. Yen-Yi Lee, Director General of the Department of International and Cross-strait Education of the Ministry of Education and Houston Police Department Chief Troy Finner signed the renewal of the MOU in a virtual ceremony held on July 29, 2021.
“Survival Mandarin is the first course of its kind in the United States. This program is about equipping officers with language skills that help them better connect to the community, and we can all look forward to more years of Survival Mandarin” said Director General Dr. Yen-Yi Lee.
An MOU setting up the program was signed in 2018, under which the Ministry of Education provides funding to the University of St. Thomas to provide Survival Mandarin courses to Houston police officers. The course curriculum is approved by the Texas Commission on Law Enforcement, and each participant receives professional training credits. The very first twenty-week training program began in March 2018 with 25 officers participating, and despite the sometimes unpredictable nature of police officers’ work schedules, sixteen officers successfully completed it.
More than 30 officers completed Survival Mandarin courses in 2018 and 2019, and in October 2019, four officers, including Kristine Anthony-Miller, former commander of the Houston Police Department Training Division, were invited to Taiwan for a language and culture immersion experience. During their visit, the Houston police officers also met with police officers and leaders in Taiwan. In 2020, the training program had to be suspended because of COVID-19 restrictions, but it resumed on August 4 this year and 28 Houston police officers are currently registered.

休士頓警用華語班學員校外教學圓滿落幕

為推廣海外華語教育並拓展與德州休士頓市政府警政關係,及加強保障留美學生及觀光客人身安全,教育部自2018年與休士頓警察局首次簽署「瞭解備忘錄」,進行為期3年的教育合作計畫,開設警用華語文化課程,提供大休士頓地區在職員警學習華語機會。

 

(2021)729日教育部透過視訊與休士頓警察局舉行線上簽約儀式,教育部國際及兩岸教育司司長李彥儀與休士頓警察局局長Troy Finner均親自出席,在駐休士頓台北經濟文化辦事處羅復文處長見證下,完成續簽3年期合約。

 

國際及兩岸教育司司長李彥儀表示感謝休士頓警察局局長Troy Finner對本案的支持,此課程不僅成功在美推廣我國華語教育,值臺美雙方大力推動「臺美教育倡議」之際,更進一步拓展美國官方與我國教育合作關係。

 

休士頓警察局警用華語班自2018年正式啟動,課程經德州執法委員會(Texas Commission on Law Enforcement)認可,參加課程之員警可取得專業進修時數。課程為期一年,分上、下2期,訓練課程結束時,會評選學習華語進步最顯著學員1-3名,提供赴臺進修進階華語獎學金。

 

警用華語班一推出便引起休士頓主流媒體重視及廣泛報導,成功吸引當地政府單位對臺灣的關注及支持,迄今有逾30名休士頓警察局警官修習。

 

2020年度因受美國爆發嚴重特殊傳染性肺炎疫情影響,各級學校因應地方政府防疫措施取消實體課程,警用華語課程亦暫停開課。今(2121)8月恢復開課,由丁冰玉老師任教,報名踴躍。

 

929日辦理「警用華語」校外教學,學員在老師及警察學院專員Paul Augustine帶領下,赴中國城敦煌廣場參訪,除超市、烘培坊及飲品店外,亦在中式餐廳學習用中文點餐。駐休士頓台北經濟文化辦事處羅復文處長偕教育組楊淑雅組長到場,鼓勵學員實際運用課堂上所習得的字彙與句型,僑界友人亦志願前來擔任會話練習之助教,氣氛熱烈,學員們均表示獲益非淺。
