推動「台美教育倡議」 美南首個華語教學中心成立

由美國德州聖湯瑪士大學與位於臺灣高雄之文藻外語大學合作成立的「華語中心」於本(2021)年9月8日在聖湯瑪士大學校長接待室舉行揭幕儀式，駐休士頓台北經濟文化辦事處羅復文處長、教育組楊淑雅組長、聖湯瑪士大學校長Dr. Richard Ludwick、副校長Dr. Christopher Evans、社會與行為科學暨全球研究院院長Dr. Hans Stockton、休士頓警察局(Houston Police Department)副局長Chandra Hatcher、哈里斯郡警局(Harrris County Sheriff’s Office)警察專業發展學院院長Tony Huynh，以及僑界捐贈代表E&M基金會王敦正董事長、賴賢烈校務董事、蔡林基金會(Tsai-Lin Foundation)、德州中文教師學會(Chinese Language Teachers Association of Texas)代表、休士頓中文沉浸學校(Houston Mandarin Immersion Magnet School)應忠校長、休台姐妹市協會(Houston-Taipei Society)會長Amy Coburn等30餘人親臨現場，文藻外語大學陳美華校長率3位副校長施忠賢、許淮之、林耀堂、主任秘書王長龍、國際長陳玉珍、華語營運中心許長謨營運長及應用華語系卓福安主任等14人在該校貴賓室現場同步舉辧，另12人線上觀禮，台美雙方在兼顧防疫措施下逾60人出席儀式共同見證這重要的一刻；教育部國際暨兩岸教育司李司長彥儀特錄贈賀詞，整體活動隆重圓滿。

文藻外語大學與聖湯瑪士大學的華語文教學校對校合作案係獲教育部2021年「台灣優華語計畫」經費支持，執行內容包括選派華語教師來美教學、甄薦美國學生赴台灣學習華語，及協助雙語教育活動、及籌設華語教學中心等。文藻外語大學於99年起與聖湯瑪士大學簽訂姐妹校協定，兩校關係良好、互動密切。今年3月雙方更議定就華語教學進一步合作，駐休士頓辦事處亦由教育組與台美兩校頻密召開線上會議研商各項細節，並促成休士頓僑界領袖慨允捐助聖湯瑪士大學相關軟硬體費用以順利與文藻外語大學合作成立「華語教學中心」，行銷台灣優質華語品牌。

聖湯瑪士大學Ludwick校長於活動中感謝文藻及各界支持促成合作機會，計畫主持人Dr. Hans Stockton除介紹華語中心團隊，並指出台美教育合作源於雙方人民對彼此的認同與喜愛，已規劃為主流菁英及社區開設華語課程。羅處長恭賀雙方學校耗時數月努力，經由公私協力終獲初步成果，駐處將持續協助美南地區首個華語中心推動對外華語教學。文藻外語大學陳美華校長感謝教育部及外交部透過駐休士頓辦事處大力贊助。會中亦撥放由教育部國際及兩岸教育司李彥儀司長為儀式特別錄製的祝賀影片，李司長欣見在美成立第一個校對校合作之華語中心，期待台美未來在教育上有更深度之合作等語。

上(2020)年12月2日駐美國代表處蕭大使美琴與美國在台協會執行理事藍鶯（Ingrid Larson）簽訂「台美國際教育合作瞭解備忘錄」，推動「台美教育倡議」( U.S.-Taiwan Education Initiative)，目標為整合資源、擴大交流，選送華語教師到美國教學及鼓勵美國學生到台灣學習華語。駐休士頓辦事處積極配合推動本項政策，盼透過公私部門合作，共同支持台美重要語言教育計畫。

● Accidental death and disability insurance of NT$1 million and medical treatment for each accident of NT$50,000 will be provided for the tenure of the grant.

達拉斯台灣民主研討會成果豐碩

達拉斯德州大學(The University of Texas at Dallas)政經及政策科學學院(School of Economic, Political and Policy Sciences)於本(107)年4月14日辦理「台灣民主研討會」，針對台灣民主發展及最新外交政策進行學術研討。共有來自美國、歐洲、亞洲、紐西蘭近20所知名大學30餘名學者、近百名學生代表及社團領袖齊聚一堂。

駐休士頓台北經濟文化辦事處處長陳家彥、副處長林映佐、教育組組長周慧宜、僑務諮詢委員谷祖光、僑務委員曹明宗、達福地區台灣商會會長李庭槐以及世界台灣商會前總會長黃金森等，多位關注台灣議題的社團領袖均蒞會全程參與研討。陳處長在開幕致詞中表示，台灣是美國最堅實的盟友，也是華人世界民主政治成功的典範，當今國際局勢多變，藉由學者專家精闢的見解，透視台、美、中關係，有助當局做決策參考。

研討會除剖析川普執政期間亞洲區域和平狀態、探討台灣新南向政策外，也透過圓桌會議形式，討論台灣參與國際組織的重要性，僑務諮詢委員谷祖光主持「台灣在世界組織中的角色」圓桌會議，強調國際社會及主流媒體應關注台灣2,300萬人民參與世界衛生組織的基本權利。

研討會晚宴邀請聯邦眾議員Pete Sessions擔任專題主講人，S議員對台灣有濃厚情感，更高度肯定國人的素質以及對國際社會的貢獻。晚宴在全場起立致敬掌聲中落幕，為研討會畫下完美句點。

Taiwan Studies Program Launches at the University of Texas at Dallas

In an effort to further promote Taiwan-related scholarly work and intellectual exchanges on business, economics, and cross-cultural understanding in North Texas, the Ministry of Education of Taiwan and the University of Texas at Dallas (UTD) have reached an agreement to develop Taiwan Studies Program to build a sustainable Taiwan-focused program and enhance understanding of the history, society, economy, and cultures of Taiwan. 

The Taiwan Studies Grant MOU Signing Ceremony was held on September 15, 2017 at University of Texas at Dallas. Director General Louis Huang of the Taipei Economic and Cultural Office in Houston (TECO) and Dr. Richard Benson, President of the University of Texas at Dallas, were invited to witness this historic moment. In Director General Huang’s remark, he hopes that this program will inspire more cooperation between the UTD, TECO in Houston, and the Ministry of Education in Taiwan. There has been close economic ties between Taiwan and the United States. For example, Formosa Plastics, a Taiwanese company, has built plants in Texas and Louisiana. With other Taiwanese companies like Foxconn and E United Group planning to invest billions more into building US factories, there are opportunities abound to further improve these solid relations.

UTD followed UT in Austin and the University of St. Thomas in Houston as the third university in Texas to receive a grant from the Taiwan government. This program, administered by The Jindal School of Management, is the first and only Taiwan Studies program focused on business, management and economics in United States. Through courses offering, student and scholar exchange, and research collaboration, this program will develop strong academic exchanges between the North Texas and Taiwan, and enhance the knowledge of Taiwan, especially in business and economics.

教育部與達拉斯德州大學共同合作於該校管理學院(Naveen Jindal School of Management)設置「臺灣研究」計畫課程。是項計畫是繼奧斯丁德州大學(University of Texas - Austin)及聖湯瑪士大學(University of St. Thomas)之後，第三個在德州高等學府所設置的「台灣研究」課程，也是全球第一個在知名大學開設以台灣商管經貿為主題的「臺灣研究」計畫課程，對於全方位「台灣研究」人才策略佈局有指標性意義。

該校於本(106)年9月15日於校長室舉行簽約典禮，由駐休士頓辦事處黃敏境處長與該校Richard Benson校長共同簽署見證。黃處長於致詞中表示，台美經貿往來密切，不僅鴻海富士康、義聯集團及台塑等大型企業宣布加碼對美投資，日前德州遭遇哈維颶風水患，蔡總統英文即宣布捐贈80萬美元救災，值此開設以臺灣商管經貿為主軸「台灣研究」課程，尤具意義。

未來透過這項計畫，達拉斯德州大學管理學院將開設聚焦台灣經貿管理的課程，並提供台灣及該校學生獎學金，進行學生及學人交流互訪、出國實習並共同發表台灣研究論文期刊，建置台灣研究專屬網頁與資料庫，有助於提升台灣研究國際學術地位。

Scholars Gather at the University of St. Thomas to kick off Taiwan Studies Biennial Symposium

The 2017 Taiwan Studies Biennial Symposium took place on April 22, 2017 at the University of St. Thomas. Fifteen specialists on Taiwan affairs from across the United States and Taiwan presented their research on Taiwan’s domestic development, relations in the region, and relations with the United States.

Director General Louis Huang, Taipei Economic and Culture Office in Houston, gave a welcome remark at opening ceremony. During lunch, Director Sophie Chou from the Education Division of the Taipei Economic and Culture Office in Houston gave a presentation on “Building Sustainable Taiwan Studies Programs through Partnership”. In the evening, Dr. Shelley Rigger, Chair of Chinese Studies from Davidson College, presented the keynote address,“Taiwan in the Age of Trump: Best of Times, Worst of Times or Something in Between?” during dinner banquet. The unique observations and humorous speeches brought the house down. There were nearly a hundred attendees joined this event and shared their concerns regarding the past, present, and future of Taiwan.

This symposium, hosted by the Center for International Studies of the University of St. Thomas, was funded by the Taiwan Studies Program of the Ministry of Education. The Taiwan Studies project launched at the University of St. Thomas in May 2016. The Taiwan Studies Program has initiated 44 Taiwan Studies projects at 35 world-class universities in 16 countries and regions from Europe, North America, Asia, and Oceania since 2003. These projects, based on the specialty of each university, focus on the research fields of economics, history, politics, society, literature, Chinese language, arts, and film.

這個論壇獲得休士頓臺灣商會梁慶輝會長的大力支持，會中除了學術界人士，也吸引許多休士頓傑出成功的企業家到場聆聽，整場活動溫馨有質感，凝聚了所有關心臺灣議題人的心。

The Ministry of Education in Taiwan has agreed to establish a new partnership with University of St. Thomas to develop a “Taiwan Studies Program” in Houston to facilitate interdisciplinary or academic research and teaching with institutional oversight on topics germane to the study of Taiwan.

This program shall include enhancing course offerings on Taiwan Studies by hiring a Post-Doc Fellow specializing in East Asian contemporary politics and foreign relations with a special focus on Taiwan’s domestic development and foreign relations.  University of St. Thomas shall develop academic exchanges with Taiwan through annual faculty exchanges, biennial conferences, and undergraduate/graduate student studies abroad to Taiwan.

To reach the objectives of cooperation and programs, a Taiwan Studies Grant Signing Ceremony was held on May 2, 2016 at University of St. Thomas. Director General Louis Huang of the Taipei Economic and Cultural Office in Houston and Dr. Ivany president of the University of St. Thomas, both served as witnesses, and many influential community leaders and sponsors were also present to celebrate as well.

休士頓臺灣研究正式啟動

為促進國際學術機構對「臺灣研究」的重視，中華民國教育部積極推動與世界一流學府合作辦理臺灣研究計畫，以培養各國臺灣研究優秀人才，並提升臺灣研究在國際學術的能見度。

為達成上述目標，駐休士頓辦事處教育組積極與聖湯瑪士大學國際研究中心洽商研議，經過長時間規劃，終於獲得教育部核准同意於該校設置臺灣研究計畫。這是駐休士頓教育組繼奧斯汀德州大學及密蘇里州聖路易華盛頓大學之後，在美南地區第3個締約合作的大學。目前全美有18所知名大學與教育部進行是項合作。

聖湯瑪士大學國際研究中心是德州第一個成立的國際研究中心，尤以推動臺灣及東亞區域研究著稱。2014年起成立了「臺灣倡議(Taiwan Initiative)」計畫，大幅提升了「臺灣研究」在該校課程活動的地位。這項「臺灣研究」計畫在教育部的支持下將成為全美第四大城休士頓唯一以臺灣為主體的學術研究計畫，其目的在啟發美國具潛力的臺灣研究學者，也提供學者從事臺灣研究教學與研究的平台。未來3年內，該校將開設5門臺灣研究課程，辦理臺灣研究相關座談會、雙年論壇及系列文化活動，充實臺灣研究出版品，強化華語課程，並設置博士後獎學金等來培養臺灣研究的專家。

Taiwan International Graduate Program Academia Sinica

Academia Sinica, the preeminent research institution in Taiwan, is pleased to announce that its Taiwan International Graduate Program is now accepting application for the 2014-2015 academic years.

Founded in 1928, Academia Sinica is now an internationally known research institution with more than one thousand researchers from Taiwan and abroad, most of them respected scholarships in their fields, working in thirty one institutes and research centers.

In 2002, Academia Sinica established the “Taiwan International Graduate Program” (TIGP), a Ph.D. granting program in cooperation with the most prestigious national universities in Taiwan. Currently, it offers eleven Ph.D. programs and those who successfully complete the academic requirements will be conferred a Ph.D. degree by the partner university and a certificate jointly signed by the President of Academia Sinica and the Director of TIGP. There is a possibility for scholarships for successful TIGP candidates.

Taiwan Fellowship

Introduction

     The Taiwan Fellowship is established by the Ministry of Foreign Affairs (MOFA) to award foreign experts and scholars interested in researches related to Taiwan, cross-strait relations, mainland China, Asia-Pacific region and Chinese studies to conduct advanced research at universities or academic institutions in Taiwan.

1.Financial assistance

(1) Monthly grants are paid at the beginning of every month.

a. Professors, associate professors, research fellows, or associate research fellows: NT$60,000.

b. Assistant professors, assistant research fellows, or doctoral candidates: NT$50,000.

(2) One round-trip, economy-class ticket for the most direct route to Taiwan (The subsidy will be decided by MOFA in accordance with the relevant regulations).

(3) The terms of fellowship are 3 to 12 months.

(4) Accident insurance (plus a medical insurance for accidental injuries) coverage of NT$1 million.

2.Eligibility

Recipients shall be foreign professors, associate professors, assistant professors, post-doctoral researchers, doctoral candidates, or doctoral program students at related departments of overseas universities, or are research fellows at an equivalent level in academic institutions abroad.

Research Grant for Foreign Scholars in Chinese Studies

The Center for Chinese Studies (CCS) of the Republic of China (Taiwan) announces a Research Grant for Foreign Scholars in Chinese Studies. This program is aimed at foreign professors, associate professors, assistant professors (including post-doctoral researchers), and doctoral candidates in departments related to Chinese studies at foreign universities, as well as researchers at related foreign academic institutes.

The Grant may be for research from 3 months to 1 year in Taiwan, and CCS will provide assistance with research expenses, research materials, liaison with universities and research institutions, and use of CCS facilities, etc.

Interested scholars are invited to apply with the Center for Chinese Studies by May 31st.
