教育部臺灣研究講座計畫

教育部臺灣研究講座計畫申請須知

一、計畫目的
為促進世界各國對「臺灣研究」之學術研究與推廣,提高我國能見度,並培養各國優秀之臺灣研究人才,本部推動與國外一流大學合作設立臺灣研究講座經費補助計畫。

二、獎補助範圍
「臺灣研究」泛指以臺灣為研究主體之學術研究領域,各校可針對包括與臺灣相關之人文社會科學議題研究及教學推廣,進行單一或跨領域之學術研究及教學推廣。

三、提案資格
各國一流大學設有包括(但不侷限)漢學研究、東亞研究、中國研究等相關系所或研究中心者皆可提案(以下簡稱各校)。

四、計畫實施項目
    本計畫可包含以下具體項目:
(一)開設相關課程:於校內開設「臺灣研究」課程,設置「臺灣主題研究」之正式學程、講座或學分課程。
(二)學者交流:聘請我國或其他國家精通「臺灣研究」領域之教師或學者蒞校進行客座教授或訪問學者,從事正式課程教學、專題講座、出席研討會或短期專題研究等各類學術交流。
(三)專業著述:發展「臺灣研究」課程架構及編纂教材、發表研究論文及出版學術專書或期刊。
(四)研究人才培育:設置「臺灣研究」大學、碩、博士生及博士後研究之獎學金,培養年輕「臺灣研究」學者。
(五)文獻資料庫建置:建置或增購「臺灣研究」相關圖書,擴充實體藏書或數位典藏資料庫。
(六)學術交流活動:舉辦「臺灣研究」學術研討會、論壇、教學工作坊、實體展覽等系列學術交流活動。

五、申請程序
(一)每年9月底前,與我國駐境外機構洽商下一年度推動「臺灣研究」一年期或多年期計畫之合作意向及提案內容。
(二)由各校撰寫臺灣研究講座計畫書與經費概算表,於每年11月底前報請我國駐境外機構函轉本部,逾期不予受理。
(三)本部於受理申請計畫書後辦理專案審查,審查結果最遲將於次年3月前公告,並函送我國駐境外機構轉知各校。
(四)各校請依審查建議修正計畫書內容或經費結構後,與我國駐境外機構共同擬具合作備忘錄(MOU),並將草案報請本部審核。
(五)本部核定通過合作備忘錄後,提案學校即可與本部(或我國駐境外機構)完成合作備忘錄之簽署,進而依約開立經費領據請領補助款,開始執行計畫。

六、申請必備文件
各校透過我國駐境外機構提出申請時,應繳附下列資料:
(一)計畫申請書(格式如)
(二)計畫內容中文摘要(由我國駐境外機構提供)。
(三)其他有助審核之文件或資料。
(四)續約申請案須附前一期計畫實施成效評估(格式如附件)。

七、核銷:
(一)受補助之各校應於每年度計畫結束後1個月內繳交年度成果報告及經費收支明細表各一份(格式如,請由我國駐境外機構協助填寫),由我國駐境外機構連同初評意見一併函送本部辦理經費核結及下一年度經費核撥。
(二)屬多年期計畫者,除每年辦理年度計畫核結外,計畫實施至該期最後一年結束後1個月內須繳交全期計畫總檢討評估報告(格式同附件),以利本部考核。
(三)相關支出單據及憑證由校方保存,以備必要時查驗。

八、補助限制:
(一)本計畫以一校一案為補助原則,已獲得本部同意補助並仍在執行計畫者,不再受理該校其他學術單位所提申請案。
(二)本計畫一期最長以5年為限。
(三)本計畫每案每年度經費以10萬美元為上限。
(四)本計畫採部分補助,校方必須編列自籌款,惟比例不限。

Taiwan Studies Project
Application Guidelines

1. Project Aim
The Ministry of Education of the Republic of China (hereafter ‘MOE’) is seeking international partnership to promote worldwide research interest in Taiwan via the establishment of an MOE-funded Taiwan Studies Project (hereafter ‘Project’). Funding for the Project is based on the following guidelines:

2. Scope of Funding
“Taiwan Studies” is here defined as interdisciplinary or academic research and teaching with institutional oversight on topics germane to the study of Taiwan. Proposed studies may focus on topical issues in the humanities and social sciences as well as on other areas of significant research and pedagogical interests.

3. Eligibility
Established universities worldwide with disciplines including but not limited to Sinology, East Asian Studies, and/or Chinese Studies are invited to submit proposals.

4. Supported Programs and Tasks
    The Project provides funding for one or more of the following:
(1)  Taiwan Studies courses: these include a wide possibility of graduate and undergraduate programs, lectureship or credit courses on Taiwan Studies topics.
(2)  Scholarly visits and exchange: establish a platform to invite accomplished local and international Taiwan Studies scholars to symposia and conferences and to conduct short-term research as well as engage in teaching and other academic activities.
(3)  Taiwan Studies publications: design a substantial curriculum and develop textbooks and teaching material for a Taiwan Studies program; publish relevant research papers, books, and academic journals.
(4)  Scholarships: set up Taiwan Studies scholarships for undergraduate and/or graduate students as well as post-docs.
(5)  Databases and archives: build or expand a databank of Taiwan Studies to include substantial amount of books and digital collections.
(6)  Academic activities: host Taiwan Studies conferences, seminars and forums, teaching workshops, exhibitions, and other related activities.

5. Application Procedure
(1)  Interested universities or research institutes (hereafter ‘Applicant’) should contact the nearest Taipei Economic and Cultural Office (hereafter ‘TECO’) or the Republic of China diplomatic mission (hereafter ‘ROC mission’) in their region before the end of September each year to discuss the possibility of a one-year or multi-year project to promote Taiwan Studies in the Applicant’s institution or region to begin in the following year.
(2)  Applicants should submit a Taiwan Studies Chair Project proposal, as well as a budget request to the nearest TECO office or ROC mission before the end of November each year. Late applications will not be accepted.
(3)  All applications will be reviewed by the MOE. Results will be announced before March of the following year. Applicants will be notified by TECO or by the ROC mission of the results.
(4)  Applicants may be required to amend their proposal and modify their budget as requested by the MOE. A draft Memorandum of Understanding (MOU) jointly prepared by the Applicant and TECO or the ROC mission incorporating said amendments will be submitted to the MOE for further review.
(5)  Following the approval of the MOU, the Applicant may proceed to sign the MOU with the MOE or representatives from the ROC mission. Upon signing of the MOU, the Applicant may submit an official receipt for funding for the approved Taiwan Studies Project.

6. Required documents:
Application must be submitted at a TECO office or an ROC mission. The following are required:
(1)  Project Application Form (Attachment).
(2)  A summary of the proposed Project in Chinese (furnished by TECO or the ROC mission).
(3)  Other supporting documents or information.
(4)  Request for extended period of funding or renewal of the MOU is subject to satisfactory implementation of the previous stage of the proposed Project. A standard Project Implementation Review form is required (Attachment).

7. Audits for funds received:
(1)    Annual audit: Audits for funds received for the year must be submitted to the MOE within one month after the Project ends for the current year. Please request assistance from TECO or the ROC mission for filling in and submitting the required forms (Attachment). Such audits shall include an annual achievement report as well as a statement of income and expenditures. The MOE will verify that all expenses listed on the audit forms comply with funding guidelines before funding allocation for the following year, if applicable, is processed.
(2)     Multi-year Project: an overall review and assessment report covering the entire period of the Project must be submitted to the MOE within one month after completing the final year of the Project. This is in addition to the required annual audit and Project assessment. (Its format is the same as Attachment)
(3)    All receipts, invoices, and proofs of expenditure must be retained by the Applicant and made available for examination upon request.

8. Funding restrictions:
(1)  Funding is limited to one Project per Applicant only. Applicants whose subsidiary unit or units are already the beneficiaries of an ongoing Project funded by the MOE may not apply.
(2)  Maximum funding period for any approved Project is 5 years.
(3)  Maximum funding available to any Project in any one year shall not exceed 100,000USD.
(4)  Funding is based on the availability of matching funds (any amount) from the Applicant.

台灣醫護生 休士頓取經

隨著國際競爭力與全球快速發展趨勢,為積極開創學生多元國際研習的環境與機會,培育具有國際觀的護理人才,由台北醫學大學護理系遴選十名優秀青年學子,與德州大學休士頓醫學院(UT Health Science Center at Houston)合作舉辦海外護理研習團,從7月29日至9月2日為期一個月,於該校進行課室教學,並參訪當地多家著名醫學中心及醫院,實地觀察護理臨床運作。駐休士頓台北經濟文化辦事處教育組組長周慧宜13日在銀宮餐廳設宴歡迎北醫學生遠道而來。

負責此研習營的德州大學休士頓醫學院護理系教授游登元與洪裕峰也到場與北醫學生一同餐敘。洪裕峰表示,為讓學生學習更聚焦,以團隊合作為研習主軸方式,深刻體會美國和台灣在臨床與教育上的差異,特別與台北醫學大學與高雄醫學大學於每年的暑假舉辦海外研習團,拓展學生國際視野。邁入第七年的研習營,也受到學術界熱烈迴響,廣受好評,每年都吸引二至三團前來研習參訪。

周慧宜則說,很開心每年暑假都能看到台灣菁英青年學子前來德州參與學術交流,她也勉勵同學多藉此機會接觸多元文化,善用醫院見習與實習寶貴經驗,了解當地醫療體系和環境;最重要的是,透過國際交流的深耕,建立國際觀,與世界接軌,未來有機會為台美醫療學術領域上盡一份心力。

餐敘上,學生相互分享連日來的培訓心得,與目前在該校研習相關課程的感想與經驗。研習營正繼續進行中,將於9月2日畫下句點。

103年青年菁英國外研習參訪團訪問休士頓

教育部為促進青年對國際社會之參與,培育國際事務青年人才,遴選來自全臺各大專院校青年學生30人組成103年青年菁英國外研習參訪團,赴美國休士頓及華盛頓特區進行為期兩周之研習及參訪,實際體驗國際事務並進行青年國際交流。



參訪團一行33人在政治大學外交系姜家雄教授帶領下,於82日抵達休士頓,在聖湯瑪斯大學(University of St. Thomas) 展開為期一周的研習,了解美國的政治、社會、與經濟等現況。研習期間亦參訪休士頓市政機構、與政治及社區領袖進行座談。參訪團於85日到訪駐休士頓臺北經濟文化辦事處。駐休士頓教育組周慧宜組長提供教育部各項留學獎學金資訊以及留遊學注意事項給同學參考,並一一解答同學對於留學生活與在美求職的疑問。

參訪團於88月結束在聖湯瑪斯大學(University of St. Thomas) 的研習課程,並舉行結業式。分享連日來的培訓計畫、在該校進修國際事務相關課程的心得感想,並由聖湯瑪斯大學國際關係研究中心主任Dr. Hans Stockton授予結業證書。結束休士頓研習課程後,研習團將啟程前往華盛頓特區,繼續各學術單位與智庫研習行程。

10 students from Kaohsiung Medical University in Taiwan visit Houston


A group of 10 students with their teacher from the School of Nursing, Kaohsiung Medical University in Taiwan visited Houston on June 25 for a four-week study program at the School of Nursing, University of Texas Health Science Center at Houston.  Director Sophie Chou of Education Division from Taipei Economic and Cultural Office hosted a luncheon on July 11 to welcome these students. Dr. Yu, Teng-Yuan and Dr. Hong, Yuh-Fong, both the professors of the University of Texas Health Science Center at Houston attended this luncheon as well.

This four-week study program is funded by the Ministry of Education in Taiwan and takes place once a year with University of Texas Health Science Center at Houston. In addition to taking courses in the classroom, the field-related trips and the direct observation of clinical practice are arranged by the University of Texas Health Science Center at Houston as well.  Students will visit several top medical centers and hospitals in Houston, such as M.D Anderson cancer center, Memorial Herman Hospital, Texas Children’s Hospital, The Methodist Hospital, etc. in this 4 week period, and get the chance to observe the clinical practice directly and to know the operation of the medical systems in the United States better.  

The students from the Kaohsiung Medical University are all excited about the classes and visits.  During the luncheon, Director Chou encouraged the students to embrace this opportunity to explore the diverse culture of the United States, broaden their horizons, and being a part of promoting the academic and cultural exchange between Taiwan and the United States in the future.

New Awards 
A number of new awards are introduced to the Core Fulbright U.S. Program each year to address program country needs and priorities. Below is a sample of what’s new for the 2015-2016 program: 

·      Fulbright-Terra Foundation Award in the History of American Art. The Fulbright- Terra Foundation award provides U.S. Scholars the opportunity to teach and guest lecture on American art history prior to 1980 at the undergraduate or graduate level in China and select European Union (E.U.) countries. Fulbright-Terra Foundation Scholars to the E.U. will also have the opportunity to conduct research while on their grant. Proposed coursework and methodology should be designed to increase awareness about American art to the next generation of art history teachers and scholars and to inspire university administrators, faculty and students to build their institutional capacity for curriculum and research mentoring on American art history.  
·      Fulbright Distinguished Chair in Brain Science and Family Wellness. The Norlien Foundation, in partnership with Fulbright Canada, has established a new and unique academic program in the area of brain science, addiction and family wellness. This Chair is designed specifically to attract and support extraordinary American researchers in a targeted area of academic inquiry who will take up residence at one of Alberta’s three research-intensive universities 
·      Fulbright-Coach Award in Fashion and Design. The Fulbright-Coach Award is funded in cooperation with the world-renowned design house Coach. The selected scholar would spend a semester working with Master’s students in the Communication in Fashion and Beauty program at CEU San Pablo University in Madrid, Spain.

主旨:
公告外國留學生、僑生或其他華裔學生依累計點數受聘僱之人數數額、申請期間、申請文件及核發許可程序,並自中華民國一百零三年七月三日生效。
依據:
「外國人從事就業服務法第四十六條第一項第一款至第六款工作資格及審查標準」(以下簡稱本標準)第五條之一第二項。
公告事項:一、
許可數額:二千名。
 二、
申請期間:自中華民國一百零三年七月三日至中華民國一百零四年七月二日止,且許可數額核滿後,停止受理申請。但申請聘僱經數額評點制取得聘僱許可僑外生者,不在此限。
 三、適用資格:
  (一)
外國人資格:在臺取得大學學士(含)以上學歷之外國留學生、僑生與其他華裔學生(以下簡稱僑外生)。
  (二)
雇主資格:符合本標準第四條各工作類別之雇主條件。
 四、
評點項目、內容及等級、點數及應備文件:如附表。
 五、
申請方式及流程:
  (一)
由雇主檢附申請書與相關應備文件,向本部申請聘僱許可。
  (二)
經本部審核評點結果累計點數滿七十點,即符合資格,許可數額內之符合資格者,由本部核發聘僱許可。
 六、
聘僱許可核發原則:
  (一)
本部依據申請案之受理日期依序審核,符合資格之申請案,於許可數額內核發聘僱許可;另於額滿之日申請且符合資格者,亦得核發聘僱許可。
  (二)
申請案若有文件不齊待補件(正)之情形,需於規定期限內補正,逾期需重新提出申請。若補件(正)期限內許可數額已核滿,則不予核發聘僱許可,倘仍有申請聘僱許可之需求,依本標準聘僱外籍專業人士之規範辦理。
  (三)
聘僱許可核配之數額,以許可人數為基準。若雇主提前終止聘僱契約,已核發之數額不再釋出提供申請;已取得聘僱許可之僑外生,其新雇主申請案之聘僱許可不列入許可數額。
  (四)
聘僱許可之期間,最長不得逾三年。
 七、
受理單位及地址:勞動部勞動力發展署(跨國勞動力事務中心)。郵寄或親送地址:臺北市中正區中華路一段三十九號十樓。

「2014臺灣國際學生創意設計大賽」即日起開放線上報名!

「2014臺灣國際學生創意設計大賽」由教育部指導、青年發展署推動,已邁入第七屆,每年邀請國內外知名學者與設計師擔任評審,公正性與指標性備受肯定。截至去年,已累積吸引69個國家、超過17,000件作品的參與。本屆除了維持年度大獎40萬元、總獎金300萬元、免報名費的高規格,主辦單位考量參賽件數逐年增加,為鼓勵更多設計學子,特將獎項數量增加,並預計與知名國際設計組織合作開設特別獎,總計將提供超過40個獎項,歡迎國內外高中職以上學生踴躍參賽。
競賽類別共分為「產品設計」、「視覺設計」、「數位動畫」及「廠商指定」四類。為激發學生創意能量,今年產品設計類改為概念式徵件,取消入圍作品模型之繳交。而去年增設之廠商指定類,也將延續辦理,由合作廠商設定設計需求,徵求具有量產潛力的作品,期望實質引導同學思考創意的落實,讓學界與產業接軌。
本年度競賽主題為「生生 Circle of Life」,參賽者可由多面向思考,不論是觀察萬物的消長與相續,或找尋自然與文化的共振和諧,最終用設計傳達生生不息的概念。

For Americans: New Scholarship Opportunities, Taiwan
New scholarships available for US scholars, Post-docs, MA students, Distinguished Teachers, and English teachers

Taipei, Taiwan. Scholars, postdocs, language teachers, students, and professionals who plans to visit East Asia now have a new destination with a strong and vibrant research community, a clean and convenient living environment, and open-minded, friendly people. The Foundation for Scholarly Exchange (FSE) hosts the prestigious Fulbright Taiwan Scholarship Program and is ready to assist you in your next innovative idea.

Four new scholarships and up to 20 additional seats, a total of up to 95, are now available.
l   Adding to the strong humanities and social science focus, the new “Cross-strait Studies Scholarship” supports researchers who focus on contemporary topics for mainland China and Taiwan, a maximum of USD 105,500 will be awarded for each scholar.[1]
l   The new “Postdoc Scholarship” supports up to 6 grantees who plan to work with Taiwan academic institutions.
l   The new “MA Degree Scholarship” supports graduate students interested in International Studies, Communications, Design, or Agricultural Economics, with tuition waiver, round trip airfare, and monthly allowance. These MA programs are taught in English.
l   A Distinguished Teacher Award for K-12 scholars will bring two experienced teachers to Taiwan for a semester to study, undertake a project, and provide classroom expertise.
l   For college graduates who are eager to explore a different culture, the English Teaching Assistant (ETA) Program will host up to 15 additional ETAs for a total of 78.

About the Foundation for Scholarly Exchange (FSE)
FSE (Fulbright Taiwan) is one of approximately 50 bi-national/bilateral organizations in the world established to administer the Fulbright educational exchange program outside the U.S. Over the past 50 years, the Foundation has financed over 1,600 Taiwan Fulbright grantees to the U.S. and more than 1,300 U.S. Fulbright grantees to Taiwan.

Taiwan’s Fulbright Program receives support from U.S. government through the American Institute in Taiwan (AIT) and the U.S. Department of State (DOS), and from the Taiwanese government through the Ministries of Foreign Affairs and Education (MOFA) (MOE) and the local governments of Yilan, Kaohsiung, Kinmen, Taichung, Taipei, and Taitung. Founded in 1947 in Nanjing, suspended until 1957 and restarted, formalized in 1964, and renamed in 1979 FSE’s role is the facilitator for all Fulbright programs in Taiwan. The Fulbright Program is the flagship international educational exchange program sponsored by the U.S. government and is designed to increase mutual understanding between the people of the United States and the people of other countries. Fulbright offers approximately 8,000 competitive, merit-based grants annually for Students, Scholars, Teachers, Professionals, and Groups. Grants are available for U.S. citizens to go to abroad and for non-U.S. citizens to come to the U.S.

傅爾布萊特獎學金額度增加並增設新獎項
臺美學術交流的新哩程

(臺北,台灣) 在物價飛漲的年代,學術交流基金會(Fulbright Taiwan)董事會決定大幅提高傅爾布萊特獎學金額度來因應這個大趨勢。這項決策將提高台灣赴美攻讀博士學生與研究學者的獎助金額。
l   攻讀博士學位學生獎學金:提供1名全額獎助,最多新台幣150萬元(美金50,000元)。另有12名部分獎助,每位新台幣45萬元(美金15,000元)
l   資深學者獎助金:提供1名全額獎助,最多新台幣120萬元(美金40,000元)。另有25位部分獎助,每名新台幣45萬元(美金15,000元)

除了獎助金額提高外,基金會亦增設多樣新獎項,包括:
l   早期療育老人健康促進是台灣社會福利的重要趨勢。為充實這兩大領域專家學者的知識交流與建構機制,學術交流基金會與深耕早期療育與老人健康促進領域多年的台塑集團共同成立全新獎學金項目:「傅爾布萊特-台塑關係企業獎助學金」。

l   學術交流基金會與美國杜蘭大學法學院合作成立攻讀法學碩士學位獎助金。該校位於美國路易西安納州,是美國50州中唯一一州與台灣一樣採用歐陸法系作為立法基礎。

學術交流基金會執行長李博士表示,「傅爾布萊特-台塑關係企業獎助學金」為第一個美國傅爾布萊特計劃與台灣民間企業合作之獎學金,象徵著現今台灣企業除了關注台灣本土問題,更願意跨出下一步,與國際接軌,非常值得肯定。而「傅爾布萊特法學碩士獎學金」亦是我們爭取台灣學生在國際教育上發光發熱機會的新里程碑。

此外,語言教師之交流亦是基金會著重的獎助項目之一:
l   英語教師赴美進修暨協助華語教學獎助計畫(FLTA)近年為一個新的項目。選送青年英語教師赴美修習一年,並同時擔任華語協同教學活動。獎助內容包含:學費、機票、食宿及生活津貼。
l   優秀教師計畫將贊助中小學資深教師至印地安那大學研修一學期、分享教學經驗,並完成一項專案。
