Three students accepted into a Master’s program in Taiwan!

Students got accepted into Graduate Program:

International Master’s Program in Asia-Pacific Studies (IMAS) in the College of Social Sciences at National Chengchi University (NCCU), Taipei City of Taiwan

Originally from Taiwan, Dr. Ward is very familiar with some Taiwanese universities. Thus, she contacted several department chairs in graduate programs of universities in Taiwan to provide the opportunities for her students to continue their higher education overseas. Then she helped the students apply for their graduate schools through advising, guidance, and editing their application documents. Meanwhile, she continuously confirmed and followed up with the department chairs in Taiwanese universities.

“I helped students apply to three national universities, and they already received the admission certificates from the first graduate school they applied. This university (NCCU) is one of the top universities in Taiwan, and NCCU’s graduate program in political majors is the top one in Taiwan”, said Dr. Ward.

Faith Woods: graduated in Dec. 2020

My name is Faith Woods and I graduated cum laude from UTSA in Fall 2020. I earned my bachelor's degree in Political Science with a double minor in Global Affairs and Chinese. For two years, I have been a student of Dr. Ward from Elementary level to Advanced level Chinese courses. In the summer of 2019, I was able to travel with Dr. Ward to Taiwan where I studied Chinese language and culture while also having unique opportunities such as guest starring on radio stations and participating in ancient Chinese festivals. After graduation, I am thankful to say that with Dr. Ward’s support, I have applied and been accepted to attend graduate school at a top Taiwanese university. I am very excited to further my education in Taiwan while also strengthening the Chinese language and culture knowledge I have acquired at UTSA.

Michaela Almendariz: graduated in May, 2019

My name is Michaela Almendariz. I graduated in spring of 2019 with a Bachelor's in International Business. During my studies I was able to learn Mandarin, from beginners to advance level, with Dr. Ward. I was even able to visit China with UTSA a couple times to expand my knowledge on the culture. During my travels abroad, I decided I wanted to pursue a higher education overseas. Dr. Ward was able to provide great guidance in researching the different universities in Taiwan for me to apply to. I am blessed to say that I have officially been accepted into a Master's program at National Chengchi University in Taipei, Taiwan. It is one of the top recognized universities in the country. I am ecstatic on my next adventure in a new country and looking forward to what lies ahead.

Katharine Jones: graduated in Dec. 2020

My name is Kathatine Jones, although entering UTSA back in fall 2016 I didn't settle on my Global Affairs major until Spring 2019. It was also the semester I joined the UTSA Chinese

Language and Culture Club. The leading factor for why I joined the club and later on deciding to pursue further studies in Taiwan was the rich culture and history of Asia, more specifically the China and Taiwan's political culture and history.

In all honesty the idea of applying to graduate school was daunting, but I got told by friends in the club to talk to Dr. Ward. The entire process went smoothly with the guidance and instruction from Dr. Ward, she made it feel more achievable than I thought it was going to be. I can't thank her enough for the mentorship and help she provided. My acceptance to NCCU, which is the top political science university Taiwan, was made possible by Dr. Ward.

路易斯安那州公立學校入學人數減少17,000名




路易斯安那州官員於2021119日表示,新冠疫情期間該州公立學校入學人數共減少近17千名學生,降幅約2.3%。近半的降幅來自學齡前和幼稚園學生。1-7年級學生人數也下滑。路州教育廳長Cade Brumley表示,主要是低年級學童家長未讓孩童上學

此問題於路州中小學教育委員會會議上被提出,該委員會主要為路州近70萬學童就讀的公立學校制定教育政策。

美聯社和非營利媒體「Chalkbeat」合作的調查指出,美國33個州的公立學校入學人數降幅近2%。路州於33個州中排名第15,降幅為2.3%

密西西比州入學人數降幅最大,近4.8%;德州為2.89%;阿肯色州為1.34%

路州教育廳長Brumley於該州聲明稿提及,州政府不僅需於新冠疫情間維持學校運作,期間也歷經史上最多颶風來襲。現今全美公立學校入學率皆下滑,若不是教育工作者努力給予與指導,路州的入學率會更低靡。

新冠疫情下,科羅拉多州高中畢業率創10年來新高

 


根據科羅拉多州教育廳於2021112日發布的數據指出,於新冠疫情下,2020年春季全州之高中畢業率為81.9%,創近10年來新高。2020年全州畢業人數較2019年多981名,增幅為0.8%。自2010年迄今該州高中畢業率已提升9.5%

科州教育廳長Katy Anthes表示,因新冠疫情,2020年春季對高中畢業生而言相當艱辛,許多學生無法參加舞會或畢業典禮,但學生家長與老師一同幫助學生完成最後1年的學業,應以為榮。歷史將回顧這一代學子之毅力與奉獻精神。畢業率的上升和輟學率下降在這艱困時期實為了不起的成就。

全州輟學率改善

科州2019-2020輟學率為1.8%,較前一年度降低0.2%。輟學人數總計8,561名,較前一年的9,277名減少716人。83.1%學區回報之輟學率低於該州平均輟學率1.8%40.4%學區回報2019-20年的輟學率亦低於2018-19學年,全州輟學率處於10年來歷史新低。

種族/族裔之畢業率

愈來愈多其他膚色高中生也如期畢業,白人學生與其他膚色學生間的畢業率差距正在縮小。2019-2020學年其他膚色學生高中畢業率為77.1%,比去年提升1.6%

按性別分列的畢業率和輟學率

全州女性高中生畢業率為85.4% ( 952名),比2019學年提高0.6%。男性高中生畢業率為78.5%268名),提升0.9%。男性整體輟學率為2.1%,女性為1.5%

特殊教育課程之畢業率

2019-2020年畢業率和輟學率顯示,身心障礙學生逐年之畢業率下降,自65.1%降至62.1%;英語能力受限的學生,自73.1%降至66%;經濟弱勢的學生,從78.1%降至76.3%。這些仍超過科州2020年的平均值,但英語能力有限的學生之畢業率達70.2%,低於全州平均。

多元學習管道

職訓課程、學徒課程、實習與一般課程是科州學生於高中期間獲得大學學分或證書的途徑,協助增加高中課程與職業關連性並於高中畢業後提供更多元的選擇,可投入職場或就讀大學。於2019-2020學年,科州178個學區,近171個學區提供3種以上選擇。

新冠疫情擾亂2019-2020學年下學期 ,幸對該學生畢業率與輟學率沒有造成太大影響。預估此將影響到2020-2021學年,實際需收集數據才能確切了解影響程度。

疫情下美國高等教育華語教學的翻轉

 

新冠疫情延燒全球,美國高等教育的華語教學也面臨衝擊與挑戰。自2020年春季學期始,全美近1400所大學 (96%) 暫停面授教學改採遠距教學。根據「大學緊急倡議」(College Crisis Initiative) 統計數據顯示,在2020年秋季,44%大學校院採線上教學,21%提供線上實體混合課程,27%維持實體授課。隨著2021年春季學期展開,許多大學校院計畫提供面授課程,期望透過每週新冠病毒快篩、接觸者追蹤與疫苗接種能夠有效抑制病毒傳播並維持校園健康與安全。然而,隨著2020年底美國聖誕及新年假期期間新冠肺炎確診人數激增,至今情況仍不明朗。

以德州萊斯大學為例,2020 秋季學期的中文課程分為全面線上課程與混合課程兩種,授課方式取決於老師的決定。線上中文課程的活動設計盡量採以活潑且互動的教學方式以激發學生學習興趣,搭配分組討論(Breakout Room)功能,可促進學生於線上課堂中的交流與合作。另外,教師於線下與學生的即時互動裨益打造成功的線上教學。例如:隨時提供學生作業與學習狀況的反饋,佈置學生小組報告並定期與學生在數位學習平臺上(Canvas, Blackboard, Moodle, 等)於辦公時間(office hours)一對一的線上交流都有助於學生更投入遠距學習。

萊斯大學語言與跨文化中心Hossam Elsherbiny博士提出「線上實體混合課程學習者的需求層次」,條列出老師們在授課時可能面臨的挑戰以及解決問題的優先順序依序如下:

  1.      讓學生能清楚聽到老師講課內容
  2.      讓學生清楚看到課堂教材(如教科書, PPT簡報, 圖片等)與上課筆記
  3.      讓學生清楚看到老師與其他線上/線下的同學
  4.      讓學生上課時的應答都能清楚地被老師聽到
  5.      讓學生清楚聽到其他同學上課時的應答
  6.      讓學生能與其他同學互動
  7.      讓學生能與其他同學進行課堂討論

其他諸如使用麥克風、360度環景攝影機與觸控式螢幕來寫上課筆記皆能使線上實體混合課程更順利進行,並同時照顧到課堂中線上與線下的學生。

另據一份針對3,600位美國大學生之調查,29%學生指出線上實體混合課程中最常見的挑戰是與教授和其他學生建立良好的關係,另外20%的學生表示難以融入於課堂中。對於全面線上的課程,20%的學生表示難以理解課程內容,18%的學生則指出教師使用電腦技術的問題。在實體授課方面,25%的學生表示維持社交距離的困難(如:聽不清楚教師或者其他學生說話)。學生們也特別聲明學期中放春/秋假的必要性,密集縮短的學期讓他們備感壓力,除此之外,學生們也特別想念疫情前能夠與他人輕鬆社交互動的生活。

新冠肺炎疫情加劇全美各地種族偏見的緊張,因應此情勢,各大學校強調重申高等教育應具多樣性(Diversity) 、平等性(Equity)和包容性(Inclusion)。多元化教學也應運用在華語教學中,華語老師可以在課堂中運用圖片、影片與其他真實語料來體現種族、性別、民族、語言、國籍與社會階級身份等多樣性,讓少數學生群體能在課堂中感受到被包容與接納

德州教育廳新數據: 新冠疫情導致學生喪失3個月以上的學習時間


德州教育廳(Texas Education AgencyTEA)於2021114日發佈新研究數據指出去年因新冠疫情,學生失去大量學習機會。為評估遠距學習對學生的影響,該廳進行數據收集,結果顯示無論學生選擇面授或線上課程,2020年對全德州學生而言充滿挑戰,許多學生學習落後達數個月。

新冠疫情爆發近1年來,對同時兼具媽媽、爸爸與老師角色的Sheyney Robinson造成重大影響。Robinson表示準備好一切送女兒上學後要再回家照看兒子上網路課程,負擔很大。

德州教育廳指出,新冠疫情導致學生失去3個月以上的學習時間,家長Jasmine Crawford對此亦有同感,他原本每3周需到校領取教材,現改為每週領取,教材與課程如何配合及領件時間令人困惑。

TEA根據60萬名學生學年初的評鑑,分析遠距教學對學生的影響,但表示評鑑分數將不會用於任何問責目的,僅用於幫助學校調整課程。

Elana DaigleMathnasium課輔公司的負責人,她認為應觀察目前有效及無效的學習及授課方法,她認為學生落後學習的原因很多,如無法參與線上課程、沒有可靠的科技工具等。很多孩子需要面對面學習,並有人從旁解釋指導,但這在線上Zoom教室是不可能辦到的。尤其夏季一般是學生學習落後的時段,如今疫情更加劇了學業上的差距。

Daigle表示家長和老師必須攜手努力,一起成就學生的學業。參與面授課程的學生可向老師尋求協助,了解學校課後提供的活動並提出輔導要求。家長可為子女爭取權益。

The Ministry of Education Taiwan Scholarship 2021-2022

 


Purpose

The purpose of the Ministry of Education (MOE) Taiwan Scholarship is to encourage outstanding American students and individuals to pursue degree programs in the Republic of China (Taiwan).

Award Value

The MOE provides each recipient of the MOE Taiwan Scholarship with the following:

1. Tuition and fees: Upon validation of tuition and fees, the MOE will pay up to 40,000 New Taiwan Dollar (NTD) each semester for each recipient. Should the total amount of tuition and fees exceed 40,000 NTD, the remainder of all costs shall be covered by the recipient. Tuition and fees do not include any of the following: administration fees, thesis advising fees, insurance premiums, accommodation, or internet access, all of which must be paid by the recipients.

2. Subsistence allowance: The MOE will provide each recipient undertaking undergraduate studies with a monthly stipend of 15,000 NTD; it will provide each recipient undertaking postgraduate studies with a monthly stipend of 20,000 NTD.

Availabilities

There are seven (7) openings available for the MOE Taiwan Scholarship 2020-2021. Eligible applicants from Arkansas, Colorado, Kansas, Louisiana, Mississippi, Missouri, Oklahoma, and Texas are welcome to submit applications.

Scholarship Duration and Limits

1.         The maximum scholarship duration for each degree level for each recipient is as follows:

               (1)     Four (4) years for bachelor’s degree programs

               (2)     Two (2) years for master’s degree programs

               (3)     Four (4) years for doctoral programs

 

2. The total length of the scholarship duration for each recipient is limited to five (5) years in a combination of different degree levels.

3. The scholarship award period for each academic year is from September 1 to August 31 of the following year.

Eligibility

1.  Applicants must be American nationals with a high-school diploma or post-secondary degree(s), have excellent academic records and be of good moral character.

2.  Applicants are ineligible if they meet any of the following restrictions:

      (1) overseas Chinese students or nationals of the Republic of China (Taiwan);

  (2) students who are currently registered or have obtained student status at any universities/colleges in Taiwan (graduating students pursuing further studies are exempt from this rule);

      (3) students who have studied in Taiwan for the same level of degree program as the one they intend to enroll;

    (4) exchange or dual/joint degree students admitted in accordance with academic cooperation agreements between local universities/colleges and foreign universities/colleges;

      (5) individuals who have been recipients of the MOE Taiwan Scholarship for over a total of five (5) years;

    (6) individuals who have, in the past, had their MOE Taiwan Scholarship or MOE Huayu Enrichment Scholarship (HES) revoked;

     (7) recipients of any other scholarship or subsidy funded by the Taiwan government or educational institutions in Taiwan. However, this does not include preferential prices offered by universities/colleges to cover tuition and other fees exceeding this scholarship limit.

         (8) Holders of the Alien Permanent Resident Certificate of the Republic of China (Taiwan).

3. Applicants should apply directly for admission within the application periods specified by each university/college.

 

Application

1.         Required documents:

     (1) A completed Taiwan Scholarship Application Form 2021-2022;

     (2) A copy of the applicant’s passport or other documents that can verify the  nationality of the applicant;

     (3) A copy of the certificate of the applicant’s highest degree obtained;

     (4) Original academic transcripts (sealed) from the institution that the applicant obtained his/her highest degree;

    (5) Proof of application for admission to universities/colleges in Taiwan (e.g. photocopies of application form(s), etc.) *The name of the school(s) and degree program(s) must be specified in those documents;

      (6) A copy of the Test of Chinese as a Foreign Language (TOCFL) certificate of Level 3 or above. All-English taught programs applicants may be exempt from this requirement;

       (7) Two letters of recommendation from school principals, professors, academic counselors, or supervisors;

       (8) Statement of Purpose; and

       (9) Terms of Agreement for the Ministry of Education Taiwan Scholarship Program (signed and dated by the applicant).

Note: The required documents will NOT be returned to applicants.

2.         Submission (*Late applications will NOT be considered for the selection):

       (1) Applications must be submitted between February 1 and March 31, 2021.

       (2) Application packages must be addressed to the following office and postmarked no later than March 31, 2021:

     (3) All MOE Taiwan Scholarship applicants will be notified by May 31, 2021 and selected candidates must submit only one copy of an admission letter issued by one university/college to the e-mail: houston@moetw.org, by June 30, 2021.


Selection Criteria

1. Recipients’ academic goals should reflect an interest in the development of the industry, economy, and education of Taiwan.

2. Recipients should possess an outstanding undergraduate or postgraduate Grade Point Average (GPA).

3. Priority will be given to applicants with a TOCFL certificate of Level 3 or above.

4. Applications must be completed with all the required documents attached. Incomplete applications or those missing required documents will be withdrawn from the selection process without further notice to the applicants.

5. Interviews with qualified candidates in person or via internet/telephone may be required for the final selection process.

1. The application instructions and guidelines are given in Chinese and English and, in the event of any discrepancy, the Chinese version will take precedence over the English text.
