2017休士頓地區華語能力測驗,近百考生測實力


由駐休士頓臺北經濟文化辦事處教育組舉辦的休士頓地區華語能力測驗(Test of Chinese as a Foreign Language,簡稱TOCFL)於2017321日及25日在休士頓大學城中分校(University of Houston – Downtown)舉行。休士頓地區自2009年開始辦理華語能力測驗,今年已是第九屆,共計有96名考生報名參加,93人應考,到考率達97%



華語能力測驗是專為母語非華語人士所設計,採電腦化測驗方式,分聽力與閱讀兩個部分。由休士頓大學城中分校協辦,使用該校電腦測驗中心進行考試,並由測驗中心專業人員主持及監考,流程嚴謹。考生經由線上報名、線上測驗,全程使用電腦作答,無須手寫文字,考試結束,考生可立即於電腦螢幕獲知成績。



測驗分為入門基礎級、進階高階級和流利精通級,依據美國大學理事會(College Board) 公布之中文預修課程說明 (Advanced Placement Chinese Language and Culture),學生修習AP課程後的程度,接近於全美外語教學協會 (American Council on the Teaching of Foreign Languages, ACTFL)語言能力指標的中高級程度,對應於華語能力測驗則相當於「進階級(Level 3)」程度。意即學生通過華語能力測驗進階級,其程度相當於可通過中文AP考試。



華語能力測驗從200312月開辦後已在全球超過33個國家推廣,通過者即可取得中華民國教育部的正式證書,可作為申請臺灣獎學金、到臺灣或華語地區入學、應徵工作時的華語能力證明。 此外,華語能力測驗更逐步與臺灣企業合作,協助招募海外優秀華語人才。目前寶成集團、崇越貿易、宏全國際與鴻海集團等公司,皆透過華語能力測驗於美國、印尼、泰國、馬來西亞、越南與臺灣等地徵聘通曉華語的優秀人才。

106 年(第2 次)海外學歷役男申請服一般替代役參考資料


一、 對象條件:凡70 年次至87 年次出生尚未接獲徵集令之役男,且無限制條件所列情形者,得提出申請服一般替代役,但70 年次役男限申請一般資格,另83 年次以後出生經判定替代役體位役男則不適用。

二、 申請時間:106 年4 月5 日上午8 時起至106 年4 月18 日下午5 時止。

三、 檢附證件:(證件請依下列順序裝訂)
(一)一般替代役申請書(於內政部役政署網站登錄後印出)。
(二)經我國駐外館(單位)驗證之最高畢業學歷證件(應屆畢業尚未取得畢業證書者,由學校出具證明文件;請外館在畢業證書影印本(在學證明)驗證後,由申請役男併申請書寄出);資料送件後恕不退還,請自行備份。
(三)最高學歷證件中文譯本(自行翻譯,毋須驗證)。

四、 申請方式及程序:
(一)申請役男須於申請作業期間先至內政部役政署網站(http://www.nca.gov.tw/)「一般替代役申請作業資訊系統」登錄個人基本資料及選服役別(項目)、機關(役別(項目)、機關一經選定送出系統後即不得更改)。
(二)申請役男將應檢附證件於4 月18 日前完成掛號寄送內政部役政署甄選組(54071 南投縣南投市中興新村光明路21 號)才算完成申請手續。

五、 以學歷條件申請服一般替代役之役男,其因退(休)學未能取得畢業證書者,撤銷本次服一般替代役資格。

六、 經核定服一般替代役之役男,應於入營梯次前2 個月返國接受徵兵處理,俟體位判定後依籤號順序分梯次徵集服役;逾本次申請返國最後期限(107 年3 月31 日)未返國者,撤銷本次服一般替代役資格,爾後得再依意願申請服一般替代役。。

七、 入營期間:專長資格之役男於106 年7 月至同年12 月,依核定之役別(項目)、機關及籤號順序分梯次徵集入營服役。

Purpose
The purpose of the Ministry of Education (MOE) Taiwan Scholarship is to encourage outstanding American students and individuals to pursue degree programs in the Republic of China (Taiwan).

Availability
There are six (6) openings available for the MOE Taiwan Scholarship 2017-2018. Eligible individuals from Arkansas, Colorado, Kansas, Louisiana, Mississippi, Missouri, Oklahoma and Texas are welcome to submit applications.

Eligibility
1. Applicants must be American nationals with a high-school diploma or post-secondary degree(s), have excellent academic records and be of good moral character.
2. Applicants are ineligible if they meet any of the following restrictions:

  • overseas Chinese students or nationals of the Republic of China (Taiwan);
  • students who are currently registered or have obtained student status at any universities/colleges in Taiwan (graduating students pursuing further studies are exempt from this rule);
  • students who have studied in Taiwan for the same level of degree program as the one they intend to enroll;
  • exchange or dual/joint degree students admitted in accordance with academic cooperation agreements between local universities/colleges and foreign universities/colleges;
  • individuals who have been recipients of the MOE Taiwan Scholarship for over a total of five (5) years;
  • individuals who have, in the past, had their MOE Taiwan Scholarship or MOE Huayu Enrichment Scholarship (HES) revoked;
  • recipients of any other scholarship or subsidy funded by the Taiwan government or educational institutions in Taiwan. However, this does not include preferential prices offered by universities/colleges to cover tuition and other fees exceeding this scholarship limit.

3. Applicants should apply directly for admission within the application periods specified by each university/college.

Scholarship Duration and Limits
1. The maximum scholarship duration on each degree level for each recipient is as the following:

  • Four (4) years for bachelor’s degree programs
  • Two (2) years for master’s degree programs
  • Four (4) years for doctoral programs

2. The total length of the scholarship duration for each recipient is limited to five (5) years in a combination of different degree levels.
3. The scholarship award period for each academic year is from September 1 to August 31 of the following year.

Award Value
The MOE provides each recipient of the MOE Taiwan Scholarship with the following:

  • Tuition and fees: Upon validation of tuition and fees, the MOE will pay up to 40,000 New Taiwan Dollar (NTD) each semester for each recipient. Should the total amount of tuition and fees exceed 40,000 NTD, the remainder of all costs shall be covered by the recipient. Tuition and fees do not include any of the following: administration fees, thesis advising fees, insurance premiums, accommodation, or internet access, all of which are must be paid by the recipients.
  • Subsistence allowance: The MOE will provide each recipient undertaking undergraduate studies with a monthly stipend of 15,000 NTD; it will provide each recipient undertaking postgraduate studies with a monthly stipend of 20,000 NTD.


Application
1. Required documents:

  • A completed Taiwan Scholarship Application Form 2017-2018;
  • A copy of the applicant’s passport or other documents that can verify the nationality of the applicant;
  • A copy of the certificate of the applicant’s highest degree obtained and academic transcripts from that institution. Documents in a language other than English must be translated into English and the translated documents must be authenticated by an overseas Representative Office of the Republic of China (Taiwan).
  • A copy of proof of application for admission to universities/colleges in Taiwan (e.g. photocopies of application form, a notice or e-mail from the universities/colleges acknowledging their receipt of the application, etc.) The name of the school and program must be specified in those documents;
  • For applications to any program that is not taught exclusively in English, applicants must submit a copy of the Test of Chinese as a Foreign Language (TOCFL) certificate of Level 3 or above. If a copy of the aforementioned certificate is not submitted, the applicant shall apply for the TOCFL test at his/her own expense and submit the test results or certificate to the school by the end of the first semester after arriving in Taiwan;
  • For applications to an all-English program, the TOCFL certificate of Level 3 may be exempt;
  • Two letters of recommendation from school principals, professors, academic counselors, or supervisors. Letters must be signed and sealed by the writers. Photocopies and e-mail submissions will NOT be considered;
  • Statement of Purpose; and
  • Ministry of Education Taiwan Scholarship Program Terms of Agreement, signed and dated by the applicant.


**Note: The required documents will not be returned to applicants.**

Selection Criteria
1. Recipients’ academic goals should reflect an interest in the development of the industry, economy and education of Taiwan.
2. Recipients should possess an outstanding undergraduate or postgraduate Grade Point Average (GPA).
3. Priority will be given to applicants with a TOCFL certificate of Level 3 or above.
4. Applications must be completed with all the required documents attached. Incomplete applications or those missing required documents will be withdrawn from the selection process without further notice to the applicants.
5. Interviews with qualified candidates in person or via internet/telephone may be required for the final selection process.

Purpose
The purpose of the Ministry of Education (MOE) Huayu Enrichment Scholarship (HES) is to encourage American students and individuals to undertake Mandarin Chinese language training and courses at Chinese language institutes affiliated with universities or colleges in the Republic of China (Taiwan).

Availability
There are twelve (12) openings available for MOE HES 2017-2018. Each applicant may select from the following durations: 2 months (summer courses), 3 months, 6 months, 9 months, or 12 months. Eligible applicants from Arkansas, Colorado, Kansas, Louisiana, Mississippi, Missouri, Oklahoma and Texas are welcome to submit applications.

Eligibility
1. Applicants must be American nationals, above the age of eighteen (18), with a high school diploma or higher degree, must have excellent academic records, and must be of good moral character.
2. Applicants are ineligible if they meet any of the following restrictions:

  • overseas Chinese or nationals of the Republic of China (Taiwan);
  • students who are currently registered at any universities/colleges or enrolled in Mandarin language training programs in Taiwan;
  • individuals who have received an MOE HES or MOE Taiwan Scholarship in the past;
  • exchange or dual/joint degree students admitted in accordance with academic cooperation agreements between local universities/colleges and foreign universities/colleges;
  • individuals who are currently receiving financial benefits from the Taiwanese government or any educational institutions in Taiwan.


Duration
1.Each applicant must select the duration of the scholarship for which they will apply. Study period may vary based on the duration selected, as described below:


  • 2 months: Limited to summer courses from June to July, 2017 or from July to August, 2017
  • 3 months, 6 months and 9 months: Courses between September 1, 2017 and August 31, 2018 (2017 academic year )
  • 12 months: Courses from September 1, 2017 to August 31, 2018 (2017 academic year )


2.The Education Division of the Taipei Economic and Cultural Office in Houston reserves the right to decide the duration of scholarship for successful candidates.

Award Value
1. Each scholarship recipient will receive monthly stipends of 25,000 New Taiwan Dollars (NTD) in conjunction with the duration of scholarship approved.
2. The foreign exchange rate from USD to NTD is estimated at 1 to 30. The actual exchange rate is subject to currency fluctuations.

1. Required documents:

  • a completed HES Application Form 2017-2018, signed and dated by the applicant
  • a photocopy of the applicant’s passport or other documents that can verify the nationality of the applicant
  • a photocopy of the certificate of the applicant’s highest degree obtained and original academic transcripts from that institution. Note: Transcripts must be sealed and signed/stamped by the institutions that issue the documents. Transcripts that are issued by international educational institutions must be presented in English language and authenticated by an overseas Representative Office of the Republic of China (Taiwan).
  • proof of application to language centers in Taiwan (e.g. photocopies of application form, a notice or e-mail from the language centers acknowledging their receipt of the application, etc.)
  • two letters of recommendation, sealed and signed by the writers

Grants 20 - $2,500 scholarship awards to students of Taiwanese descent planning to attend a university/college in the U.S. in Fall of 2017.

2. High school senior or 1st year college student residing in the United States
3. Plan to attend a University or College as a 1st or 2nd year full-time student in the Fall of 2017 (If selected, high school seniors must submit college acceptance letter for verification.)
4. Have a minimum cumulative unweighted high school/college GPA of 3.0

5. Have a household income at or below the Federal/State/County Low Income Level (Must be able to show 2015 or 2016 tax return should applicant be selected for award.)

德州特殊教育註冊政策懸崖勒馬



在美國教育部(U.S. Department of Education)下令各州移除招收百分之八點五以內的殘障生比例限制後,德州教育廳(Texas Education Agency)周知學校,他們必須提供服務給所有的殘障學生,同時他們不會因為招收太多孩童而受到懲罰。

休士頓紀事報(Houston Chronicle)之前報導,2014年州教育廳公布學生招收標準後,學校開始拒絕提供服務給特教生。

根據一份長達五頁的信件,德州教育廳副廳長潘妮˙徐文(Penny Schwinn)告訴學校,教育廳終究是要廢除該項標準的。徐文同時於信中提到,超過百分之五並不會對學區不利,或因此成為是否稽核學區的依據。

然而,徐文也同時為該項政策辯駁,維持該項標準並不是限制註冊門檻,他們同時也沒有嚴厲懲罰那些未遵照規定的學區。

她寫道:「學區的教職人員或其他人也許將該項標準解讀為,學區被要求將特教生註冊率壓低至不超過百分之八點五。那樣的解讀是不正確的。」

經由報紙揭露德州教育廳面臨101千萬美元州預算刪減,未經諮詢州律師、聯邦官員或相關單位,而逕自實施該項政策時,聯邦部門始介入調查此案。

在此之前,從未有任何其他州將特教生註冊比例當做箭靶。

自德州該項政策生效後,州內公立學校學生接受教育服務的比例從全美平均的百分之十三降低為百分之五,是全國最低的。

德州殘障人權(Disability Rights Texas)組織的達斯汀˙萊德斯(Dustin Rynders)指控德州教育廳,其在該項議題上不值得信任,因為「該廳一直試圖推銷他們的荒謬故事,說百分之五指標不是個門檻或目標…同時對於他們為何頒獎給那些提供服務給低於百分之五的學生的學區,卻說不出所以然來。」

福遍獨立學區對於學生頭巾事件表示歉意



美國德州福遍獨立學區(Fort Bend Independent School District)對於學校穆斯林學生必須經過登記允許,才許包頭巾的錯誤資訊表示歉意。

該名學生的請願書提到,美國公民都有選擇自己信仰的權利。

「身為穆斯林,我們不應該用大眾給的標籤來定義自己,或認定包頭巾即是信仰的一部份。如果學校維持某項服裝規定是為了侷限特定宗教的人,那我建議學校廢除該項服裝規定,並且多花點時間在那些真正重要的事情上。如果學校董事會認為頭巾才是最重要的問題,我們將會寄出一份列表,告訴你們重要議題有哪些,讓學校董事會知道他們該花費精力在那上面。」

學生布貝拉表示這場爭論是源自於布希高中(Bush High School)的學生組織,而學校管委會還特地會見該學生組織的成員,確保這些學生可以在校園中感受到支持。

學區發表以下聲明:

「對於布希高中的穆斯林學生必須經過登記允許,才能包頭巾的錯誤訊息,我們表示歉意。
因宗教信仰的緣故而包頭巾,在布希高中不需文件許可。福遍獨立學區對於擁有多元的學生宗教信仰及豐富的傳統感到欣喜。我們也很感謝提出此議題的學生,因為這讓我們有機會針對宗教表達及校園整體風氣方面,能有更深層且具意義的對話。我們相信一個讓學生感到自在舒適的校園,可以有效提升學生課業成績及學習力,進而讓學生充份發揮他們的潛力。

位於理奇曼市(Richmond)布希高中,目前約有2200名學生,該校除招收密西遍(Mission Bend)社區的學生外,也收非福遍郡(Fort Bend County)轄內的周邊社區學生

德州立法嚴辦涉入不當師生關係者



對於德州學校裡師生不恰當關係案件頻傳這種不光彩的事,州長艾柏(Greg Abbott)於本(2017)131日的州情咨文中聲明,要這些人得到應有的懲罰,為自己的所作所為「付出代價」,以防堵此類情形日益惡化。

根據休士頓紀事報(Houston Chronicle)報導,州長艾柏在他的咨文中提到,孤州之星(the Lone Star State指德州)擁有全美最好的高中,然而具有高比例不當師生關係這種「沒人要的排名」是德州刻正面臨的問題。

根據報告顯示,艾柏說:「德州的師生性侵案件居全美之冠,這些犯案的老師,有的沒有被起訴,更糟的是,有的還轉到其他地區的學校,繼續危害其他孩童」。

艾柏指出,那些侵犯小孩的老師應該要被撤銷教師執照,並且被抓去坐牢,他還補充說,他要那些對教育者與學生有不當關係情事視不見的行政人員,也同時受到懲戒。

艾柏在125日的推特裡提到一個新的事件,一名達拉斯中學教師支付給她以前的一位14歳學生28千美元性關係封口費。他說他要那些行為失當的老師有「更嚴厲的懲罰」。在洛爾昆塔尼拉中學(Raul Quintanilla Sr. Middle School)任教的桃「珊蒂」杜安(Thao “Sandy” Doan),因為被控行為失當而遭停職。艾柏在他的推特裡指出,像那樣的關係簡直「令人作嘔(disgusting)」。

艾柏的推特原文,如下:
“Teacher-Student sexual relationships like this are disgusting. I want tougher penalties for this.”(像這樣的師生性關係令人作嘔。我要他們得到更嚴厲的懲罰。)

根據學校網站先前公布的資料,杜安在美國許多地方的足球隊擔任過教練。達拉斯學區警察局(Dallas ISD Police Department)發言人哈理斯(Robyn Harris)向媒體證實,杜安自2014年開始受聘於該學區。

美國共和黨州議員戴爾(Tony Dale)於議會中提出師生性侵法案(HB218)。他在向議會提出該項法案時指出:「我們的學生及家長可以期待他們將有一個安全的教育環境。不恰當師生關係不斷危害我們的學生,同時也損及我們對教育系統的信心。那個允許與學生有不恰當接觸或聯繫的人,卻沒有退出校園或為其所作所為受到懲罰的時代是該結束的時候了。」

假如該法案通過,將擴大師生關係涉案者的刑事責任,這包括那些把其他學區學生當成下手目標的教育者。

該法案將擴大相關人等,包括校長的連座責任,除了現行要求學區總監及主管須為案件提出報告外,同時要求那些被登記在案的性侵者的教師執照被撤銷,無論他們是在哪一州被起訴的。

該項法案增加懲罰條例,以縮減法律漏洞,讓那些涉入不當師生關係的教育者辭職後無法受聘於另一個學區。

根據休士頓紀事報引用的統計資料,目前由德州教育廳調查中的師生不當關係案計有908個。該資料顯示自2011-122015-06會計年度,該類案件增加了42%20169月至12月間就有了78個新案件。
